Across Bastar, Halbi, Bhatri and Gondi are the languages of daily life, not Chhattisgarhi, and a name spoken in those languages can be written into Hindi or English in several ways. On top of that, many families here have traditionally used a single name with no surname. Application forms insist on one, so over the years different clerks have added different things, a clan name here, a father's name there, and the same person ends up recorded three ways across a school register, a ration card and an Aadhaar.

None of that is anyone's fault, but it becomes a problem the day a job, a scholarship, a bank account or a land record is checked. The affidavit has to name every version that appears, along with the document each one comes from, so the chain is beyond question. Where the difference is small an affidavit is enough. Where it repeats across many records, a Gazette notification settles it once and permanently.

Around seven in ten people in Bastar district belong to a Scheduled Tribe, and for a great many families the tribe certificate is the single most valuable document they hold. It decides a school admission, a scholarship, a reserved post and a land right. A spelling error on it stops all of that, which is exactly why people here are sold the wrong service.

A Scheduled Tribe or Scheduled Caste certificate is corrected by the authority that issued it, at the tehsil or Sub Divisional Office, with an application and supporting proof. A Gazette notification does not correct it and is not required for it. Anyone who tells you a Gazette will fix your tribe certificate is taking your money for something that will not solve the problem.

Bastar has become an industrial district as well as a tribal one. The integrated steel plant at Nagarnar, about sixteen kilometres from Jagdalpur, has been in operation since 2023 and is run by the National Mineral Development Corporation, a central public sector company that also works the Bailadila iron ore mines at Kirandul and Bacheli. Along with the training programmes for local youth, that means a growing number of families here now hold a central service record.

For anyone in Government or public sector service, a name change has to be entered in the service record. That means a name change deed in the format prescribed under the Ministry of Home Affairs office memorandum of 1987, submitted along with the Gazette notification. A Gazette on its own, without that deed, is usually returned by the establishment section. Because it is a central record, the Central Gazette is what is expected, and we prepare both together.
