A name change agent in India handles the three legal steps for you. First, a notarised affidavit on stamp paper with your old name, new name and reason. Second, a public notice in two newspapers, one English and one regional. Third, the Gazette notification, filed with the Department of Publication in Civil Lines, Delhi, and published in Part IV of the Gazette of India. The Government fee is Rs 1,100 for an adult and Rs 1,700 for a minor, and it takes about 4 to 6 weeks.
| Question | Short answer |
|---|---|
| Who publishes it | Department of Publication, Civil Lines, Delhi 110054, in Part IV of the Gazette of India |
| Government fee | Rs 1,100 adult, Rs 1,700 minor, paid online on BharatKosh in the applicant's own name |
| Time taken | About 4 to 6 weeks after a complete file reaches the department |
| Who may apply | The applicant only, in person or by post or courier. Agents and advocates are not a permitted channel |
| Document age limit | Nothing attached may be older than one year |
| Proof you receive | A free PDF you download from egazette.gov.in. Hard copy printing stopped on 1 October 2015 |
Do You Actually Need a Gazette Name Change?
Most agents will never tell you this. Many cases do not need a Gazette at all.
There is a real difference between a correction and a change. Correcting a small spelling mistake in your existing name, for example Sures to Suresh, is usually done with a notarised affidavit at each authority. Fixing an error in a birth certificate is done by the local Registrar under the Births and Deaths Registration Act, not by Gazette. State certificates like income, caste or domicile are corrected through the revenue department.
A Gazette notification is for a full legal name change, after marriage, after divorce, for numerology or by personal choice. That is when you truly need it. We check your case honestly first, so you never pay for a step you do not require.
What a Name Change Agent in India Can and Cannot Legally Do
Read this before you hand your file to anyone, including us.
The official guidelines of the Department of Publication are clear on one point. An application for change of name is entertained only when the applicant submits it in person, or sends it by post or courier. Agents and advocates are not a permitted channel. The same line appears in the guidelines for adults and in the guidelines for minors.
So if an agent tells you they will walk into the Civil Lines office and file the paper in your place, that is not how the department works. What a good agent actually does is prepare a file that does not come back. The application still travels in your name, with your signature on it.
| Stage | An agent can do this for you | Only you can do this |
|---|---|---|
| Affidavit | Draft it, arrange the stamp paper and the notary appointment | Sign it in front of the notary |
| Newspaper notice | Book the advertisement and collect the original cutting | Approve the exact wording before it goes to print |
| Application file | Fill the proforma, request letter, undertaking and matching certificate | Sign the proforma, the undertaking and the certificate |
| Government fee | Show you the BharatKosh steps and the correct head of account | The receipt must carry your own name |
| Submission | Pack the file, check every spelling, prepare the courier | The file goes in your name by post, courier or in person |
| Gazette copy | Tell you the publication date and which Part IV issue to open | Download the PDF yourself, free, from egazette.gov.in |
Six Department of Publication Rules Most Agents Never Mention
The Central Gazette Name Change Process, Three Steps in Detail
This is the route that works everywhere in India. Here is exactly what happens at each step.
Prepare and Notarise the Affidavit
A sworn declaration on non-judicial stamp paper, signed by you and attested by a Notary Public or a First Class Magistrate.
Publish in Two Newspapers
A public notice in one English daily and one regional language daily, so anyone can object before the change is recorded.
File With the Department of Publication
The complete file goes to the Controller of Publications, Civil Lines, Delhi, and your notice appears in Part IV of the Gazette of India.
What Your Name Change Affidavit Must Contain
The Newspaper Notice Rules You Must Follow
What Goes Into Your Gazette File
The file is sent by post or submitted in person to the Department of Publication at Civil Lines, Delhi. The Gazette of India is published every week, usually on a Saturday, and your notice appears in Part IV. Once it is out, you can download the e-Gazette copy from the official portal. In 2026 that digital copy carries the same legal weight as the printed one, and every office in India accepts it.
State Gazette Name Change Process, How It Works
Many states publish their own Gazette. The steps are similar, but the office and the rules differ.
In a state Gazette, the first two steps stay the same. You prepare a notarised affidavit, then publish the notice in two newspapers, usually one English and one in the state language. The difference is the third step. Instead of the Department of Publication in Delhi, your file goes to your own state's Directorate of Printing and Stationery, and your name appears in that state's Gazette.
Each state runs this a little differently. Some accept the full application online, some still want a physical file, and the fee and waiting time vary. A few states do not run a separate name change Gazette at all, so residents there simply use the Central Gazette. We check what applies to your state before charging you anything.
| State | Where the state Gazette is published | How you apply |
|---|---|---|
| Maharashtra | Directorate of Government Printing, Stationery and Publications, Mumbai | Online, with offices also at Pune and Nagpur |
| Tamil Nadu | Directorate of Stationery and Printing, Anna Salai, Chennai | Through the state printing department |
| Karnataka | Government Central Press, Directorate of Printing, Stationery and Publications, Bengaluru | Usually a physical file submission |
| Kerala | Directorate of Printing, Statue, Thiruvananthapuram | Through the state printing department |
| Gujarat | Directorate of Government Printing and Stationery, Gandhinagar | Through the state e-Gazette system |
| Andhra Pradesh | Commissioner of Printing, Stationery and Stores Purchase, Vijayawada | Through the state printing department |

Six stages, one team, and you always know which stage your file is at.

What changes is the regional newspaper and the language of the notice, and we handle that for you.
