The Gohil Rajputs came down to the Gujarat coast around 1260 and set up three capitals in turn, Sejakpur, Umrala and Sihor. Sejakpur was founded in 1194 and is known today as Ranpur, so that name has itself changed. In 1723, after Sihor was raided once too often, Bhavsinhji Gohil built a new capital near the village of Vadva, about twenty kilometres away, and named it Bhavnagar after himself, choosing the site for its sea trade.

He had already introduced village councils and Bhavnagar's first legislature, the Dharasabha, during his reign. Bhavnagar district today also contains the territory of two other former princely states, Palitana and Vallabhipur.

For paperwork that has a specific consequence. A family from the Palitana or Vallabhipur belt can hold records issued by an administration that was never Bhavnagar at all, and those records passed into the new arrangement early, in 1948. The document is valid and does not need replacing. What it needs is an affidavit that names the issuing state, the year, and the fact that the territory now forms part of Bhavnagar district in Gujarat, so the chain from that paper to your Aadhaar is complete.

Alang, about fifty kilometres from the city, is the largest ship breaking yard in the world, and it has drawn workers here for decades from Bihar, Odisha, Uttar Pradesh and Jharkhand as well as from across Saurashtra. The plots there are held and re-held, contractors come and go, and the firm that issued a worker's card or appointment letter ten years ago may not be operating under that name today.

Years later, when a provident fund claim, a compensation matter or a background check comes up, that old document is compared with an Aadhaar made much more recently. If the spelling differs, or the employer no longer exists to confirm anything, the claim stalls. The affidavit has to name the old employer, the spelling used then, the years worked and your present records together, so the chain stands on its own. And where a worker's certificate came from Bihar or Odisha, only that state can correct it, which is why the Central Gazette is the route that helps both ends.
