This city's own founding is recorded as the seventh day of the bright half of Shravan, Vikram Samvat 1596. In the Gregorian calendar that is August 1540. The two calendars are not the same, and Vikram Samvat runs roughly fifty six to fifty seven years ahead. Older papers across this belt, temple registers, horoscopes, land entries and family records, are dated that way as a matter of course.

This is where files stall. A record marked 1996 in Samvat is 1940 in the calendar your Aadhaar uses, and a verifier who does not know that reads it as a date that cannot possibly be right. Nothing is wrong with the document. What the affidavit must do is state the date exactly as written on the paper, give the Gregorian equivalent alongside it, and say which calendar the original used. Jam Rawal of the Jadeja clan founded this capital in August 1540 and called it Nawanagar, the new town, on the banks of the Rangmati and Nagmati. The princely state took the same name, Nawanagar State, and it was a thirteen gun salute state, the largest of the Jadeja states in Saurashtra. The city came to be called Jamnagar, the town of the Jams, because Jam is a title meaning Sardar or King, carried by every ruler as Jam Sahib. After Gujarat was formed in 1960, the administrative district of Nawanagar was expanded and renamed Jamnagar.

So one place carried the name Nawanagar as a state, as a city and as a district, at different times and sometimes at once. An old school certificate, a service record or a land paper can name Nawanagar while every modern document says Jamnagar. Neither is an error. The affidavit has to name the document, the authority and the year, and state that Nawanagar and Jamnagar are the same place, which is a line a standard draft never includes.

In 2013 Gujarat created seven new districts, and one of them, Devbhoomi Dwarka, was taken out of Jamnagar district. Families from that western belt now hold papers under two district names. Anything issued before 2013 names Jamnagar district, while a recent Aadhaar for the same village names Devbhoomi Dwarka. Both are correct for their own period and neither needs correcting.

The pattern here is the same one you have already met twice on this page. A place is real and unchanged, but the name written against it moved, whether that was a state becoming a district, a district being split, or a calendar being different. A name change file is checked on the name and the address together, so every one of those shifts has to be stated plainly with its year, or a verifier comparing two papers sees a contradiction that is not actually there.
