This is not a small point here. The district administration lists the local body as the Sankhali Municipal Council, while the address printed inside the very same entry reads Sanquelim Municipal Council, Desai Nagar, Casabe De Sanquelim. So one official line gives you Sankhali, Sanquelim and Casabe De Sanquelim, the last being the older revenue village name that older land and municipal papers still carry.
