To change your name legally in Siwan, you follow three steps. A notarised affidavit on stamp paper, a public notice in two newspapers, one Hindi and one English, and then a Gazette notification. The Bihar Gazette is printed at Gulzarbagh in Patna, about 140 kilometres away, while the Central Gazette is filed in Delhi and is the one that supports passport and overseas work.
If Someone in the House Works Abroad, One Name Has to Carry Everything
Siwan is one of the districts of Bihar that sends the most people overseas. Studies of migration from this belt have found that a very large share of rural migrants from Siwan and Gopalganj go to the Gulf, and for thousands of households here the money that comes back is what runs the home. That makes the paperwork unusually unforgiving.
Abroad, everything is checked against the passport. The passport is checked against the matric certificate and the Aadhaar. The employment papers and any attestation are checked against the passport again. If your school certificate spells the name one way and your Aadhaar another, the problem does not surface at home. It surfaces at the passport office, at an attestation counter, or worst of all in front of a foreign employer, when you are least able to fix it.
The Central Gazette Process for a Name Change in Siwan
This is the route accepted everywhere in India and abroad. Here is exactly what happens at each step.
Prepare and Notarise the Affidavit
A sworn declaration on non-judicial stamp paper, signed with two witnesses and attested by a Notary Public or First Class Magistrate in Siwan.
Publish in Hindi and English Newspapers
One Hindi daily such as Hindustan, Dainik Jagran or Prabhat Khabar, and one English daily, as the required public notice.
File With the Department of Publication
The complete file goes to the Controller of Publications, Civil Lines, Delhi, and your notice appears in Part IV of the Gazette of India.

What Goes Into Your Gazette File
In a Town Whose Name Means Border, Spellings Move Too
The name Siwan is believed to come from the local word for a boundary, because the town sat at the edge of neighbouring territories, and the place has carried other names as well, including Aliganj Sawan after a local landholder. Village names travel the same way. Doctor Rajendra Prasad's birthplace in this district is written Ziradei, Zeradei and Jiradei in different records, and it is far from the only village here with more than one accepted spelling.
A name change file is checked on the name and the address together, so a village written two ways can hold up a file just as a name written two ways can. We settle the wording before drafting, match it to your identity proof, and keep it identical on the affidavit, the newspaper notice and the Gazette application. Where your own papers carry different spellings, the affidavit records both instead of leaving an officer to guess.
Bihar State Gazette or Central Gazette for Siwan?
Both are valid inside India. Here is the honest difference, so you pick the right one the first time.
| Point | Bihar State Gazette | Central Gazette of India |
|---|---|---|

| Distance from Siwan | About 140 kilometres to Patna | Filed by post, so distance does not matter |
| Passport, visa and attestation | Usually not accepted for this work | The proof passport offices and embassies look for |
| Documents that must work outside India | Carries no weight abroad | Recognised for attestation and overseas use |
| Work in Delhi, Mumbai or another state | Questioned outside Bihar | Accepted wherever you go |
| Where it is accepted | Mainly within Bihar | Every state, and by all Government and private bodies in India |
| Government fee | As set by the state department | Rs 1,100 adult, Rs 1,700 minor |
| Digital copy | Available through the state e-Gazette portal | Downloadable e-Gazette, same legal weight |
Before May 1972, This Was Saran District
Siwan became a district in its own right on 22 May 1972, carved out of Saran. So a school certificate or a land record from before that date names Saran, while your Aadhaar today names Siwan. There is a second layer for land papers, because a boundary settlement along the Ghaghara in 1970 changed which side of the line some areas fell on.
None of that is an error and none of it needs correcting on its own. But an officer comparing an old certificate with a new identity document sees a different district and asks. The affidavit should name the old document, the district it was issued under and your present district in plain words. Our Chhapra page covers the parent district side of it.
Not Every Case in Siwan Needs a Gazette
Many agents sell a Gazette for every case. That is not honest. A small spelling mistake is usually fixed with a notarised affidavit and your existing proof at each authority. A name error in a birth certificate is corrected by the Registrar through the Siwan Municipal Corporation or your panchayat, not by Gazette.
Caste, income and residence certificates are corrected through the issuing authority at the block or circle office, and land record entries through the revenue side. A Gazette is for a full legal name change, and for any case where the name has to hold up outside the state or outside the country. We read your papers first and tell you which route you actually need.
