The earthquake of 26 January 2001 was centred on this district. An engineering assessment of it called the event the most severe natural disaster to affect India since independence. Families here lost far more than paperwork, and we do not want to reduce that to an administrative matter. But paperwork was part of it. Homes and offices came down, and many households simply no longer have the originals they once kept in a cupboard.

So a great many documents in circulation here are duplicates or reissued copies obtained after 2001, and some carry a rehabilitation address rather than the one a person was born at. Both of those are entirely legitimate, and neither is a defect in your file. What matters is that the affidavit says so. It should name the document, state that it is a duplicate or reissued copy, give the year it was issued and the authority that issued it, and where the address differs, record both the earlier and the present one. A file that explains itself does not get questioned. A file that quietly presents a 2004 duplicate as if it were an original invites exactly the question you do not want.

The princely state here was spelt Cutch in English, with Bhuj as its capital from 1549. It acceded to India in 1947, and on 1 June 1948 the administration passed to the Government of India, working through a Chief Commissioner. When the Constitution came into force on 26 January 1950, Kutch became a Class C state, meaning its administration was under the direct control of the central Government. On 1 November 1956 Kutch State ceased to exist and became a district of Bombay State, and on 1 May 1960 it became part of Gujarat.

That is four different administrations across one long lifetime, and Kutch had its own currency, the kori, before the first of them ended. It also makes this district different from Saurashtra. Saurashtra State was a union of around two hundred princely states with its own government at Rajkot, which our Rajkot page explains. Kutch was a single state answering to Delhi. So a paper issued here between 1948 and 1956 came from a centrally administered authority, not a state one, and the affidavit should name it that way with the year rather than writing Gujarat over it.

The same district is written Cutch in old English records, Kutch in ordinary use, and Kachchh in the official Gujarati transliteration. All three appear on documents, and which one you see is partly a clue to the era. More importantly, this district is home to the Kutchi people who speak Kutchi, which is a language in its own right rather than a dialect of Gujarati. Names written from Kutchi and names written from Gujarati do not always come out the same in English.

That produces a very ordinary kind of difference. A name recorded by a clerk hearing it in Kutchi can be spelt one way on a school register and another way on an Aadhaar taken years later in a different office. Neither person made a mistake. The affidavit has to list every spelling that appears, name the document each one came from with its year, and declare them to be one person. This is also why we ask you to use the form on your identity proof for the new name and not the form you prefer in speech.

What makes a Bhuj file different is what you have already read on this page. Documents that are duplicates issued after 2001, an address that changed during rehabilitation, a paper from the years when Kutch was governed from Delhi, a spelling that came from Kutchi rather than Gujarati. A generic online form asks about none of that, and it certainly does not know what to do with a reissued certificate.
