Name Change Agent in Calangute

An OCI card is not dual citizenship. An OCI cardholder remains a citizen of another country and travels on that country's passport. That single fact decides everything about a name change. The change of name published in Part IV of the Gazette of India is a service for Indian citizens. Your legal name is governed by the law of the country whose citizen you are, not by an Indian Gazette notification, so no affidavit and no newspaper notice filed here will change it.

The correct sequence runs the other way round. You change your name under your own country's law first, through whatever process that country uses, and you receive a new passport in the new name. Only then does the Indian side of the paperwork begin, and it is an OCI matter rather than a Gazette matter. You apply through OCI Miscellaneous Services on the official portal at ociservices.gov.in, under change of personal particulars, and you have to furnish documentary proof of the name change itself.

There is one trap worth naming, because people fall into it constantly. When you get a new passport for ordinary reasons, such as expiry, you can often just upload a copy of the new passport and a recent photo online, free of charge, within three months of receiving it. That easy route does not apply to a name change. Where the new passport carries a changed name, the OCI card has to be re-issued through the chargeable service. Indian missions state this explicitly. Uploading the new passport and assuming you are done leaves your OCI record inconsistent with your passport, and that is discovered at immigration, not at your convenience.

India notified the Citizenship (Amendment) Rules, 2026, which moved OCI registration and miscellaneous services onto the online portal and introduced an electronic e-OCI record alongside the physical card. The filing is digital now. What has not changed is the duty to keep your OCI particulars matching your passport.

This is the most common situation we see from Calangute. You live and work here, your Goa address is on a rent agreement and perhaps on your Aadhaar, but your birth certificate is from a municipality in another state, your school certificate is from a board in another state, and your bank account may have been opened in your home town. Now you want your name settled across all of it, and you are not sure whether a Goa filing even counts for documents issued a thousand kilometres away.

The answer has two halves, and mixing them up is what costs people money. A Central Gazette notification, published in Part IV of the Gazette of India, works from anywhere in India for anyone who is an Indian citizen. It does not matter which state issued your documents or which state you now live in. That is precisely why we usually point Calangute workers to the central route rather than the state one. On the strength of that notification, boards, banks and departments in any state will record your new name.

The other half is different. If the original document contains a genuine mistake, a spelling that was never your name, that is a correction and not a name change. A correction has to be made by the authority that issued the document, in the state that issued it. A Goa Gazette will not fix a wrong spelling on a Jharkhand board certificate, and neither will a Central one. What the Gazette does is settle your name going forward so that every document issued afterwards agrees.

A great many Calangute households run something. A restaurant, a beach shack, a guest house, a scooter rental, a shop on the main road. Where the business is a proprietorship, the proprietor's name is not just on the bank account. It is on the panchayat trade licence, the FSSAI registration if food is served, the GST registration, the shops and establishments registration, the electricity and water connections, and the lease or rent agreement for the premises.

A Gazette notification proves your new name. It does not automatically change any of those. Each one is a separate application to a separate authority, and each authority wants the Gazette copy attached. The order matters, because most of them verify against Aadhaar and PAN. Get the Gazette first, then Aadhaar, then PAN, and only then start on the licences, otherwise the licence office rejects the application for a mismatch you created yourself by going out of order.

Timing matters more here than in most of Goa, because so much of it is seasonal. Trade licences and food registrations run on renewal dates, and a name change caught mid renewal can leave you with a licence in one name and a bank account in another during your busiest weeks. If you know a renewal is coming, start the Gazette well before it, not during.
