Name Change Agent in Pernem

Pernem is the Portuguese form of the name. The Konkani name is Pedne, also written Peddnne, and that is what people here actually say. Both are correct and both appear on Government paper. From those names come the surnames, and there are two of those as well. People from this taluka are called Pednekar in Konkani and Pernecar in the older Portuguese records. Plenty of families in Pernem carry one form on a school certificate, the other on a land document, and a third variation on a bank passbook.

The same thing happened to villages across the taluka, and for a reason worth knowing. In Portuguese the letter D is pronounced like a J, so Manjrey was written down as Mandrem and the spelling stuck. Morjim is pronounced Morji, because the second m is silent. Virnora and Virnoda, Dargalim and Dhargalim, Parcem and Parxem, Cansarvornem and Casarvarnem, Querim and Kerim, Agarvado and Agarwada, all of these appear in current postal and revenue records. A clerk in Delhi reading your file has no way of knowing that two of those are the same village.

Manohar International Airport at Mopa began commercial operations on 11 December 2022, and by the middle of 2025 it had handled more than ten million passengers. For Pernem that has meant two things at once: a great many local people now work in and around the airport, and a great many more now fly from twelve kilometres away instead of driving to Dabolim.

Both create the same paperwork problem. An airport job means police verification and a security pass, and those checks compare your name across Aadhaar, PAN, education certificates and address proof. If your surname reads Pednekar in one place and Pernecar in another, the verification stalls until you can prove they are the same person. Flying is stricter still. The name on your ticket has to match your passport exactly, and your passport has to match the documents you used to get it. A middle name dropped years ago, or a village spelling that changed between your birth certificate and your Aadhaar, surfaces at the counter and not before.

Land is the third piece. The airport and the roads around it brought acquisition, compensation and sale records into villages like Mopa, Tuem, Varconda, Chandel and Amberem. Those records carry names copied from older documents, and where the older document used a different form of the surname, the new one repeats it. That is a revenue record question, not a Gazette question, but the two have to be lined up before either one is filed.

Pernem was ruled by the Rajas of Sawantwadi, who administered the taluka through the Deshprabhu family. It was taken, lost and finally regained by the Portuguese, and was formally ceded to them only by the treaty of 1788, which makes it one of the last pieces of present day Goa to come under Portuguese rule. Everything before that date was recorded by a different administration, in Marathi rather than Portuguese, under names and land systems that belonged to the north.

The trail did not stop there. Sawantwadi State was merged into Ratnagiri district after 1947, and that area is now part of Sindhudurg in Maharashtra. So an old family paper from Pernem can name a princely state that no longer exists, or a district that no longer covers the place it describes. None of that makes the document invalid. It simply means the affidavit has to set the chain out in plain words: what the paper says, what that territory is called today, and what your district and taluka are now.

Land records carry an extra layer here. The Deshprabhu family held Pernem as an estate and still owns significant land in the taluka, so their name appears on older title documents as the granting side rather than as a party you need to trace. Reading that correctly matters, because it is easy to mistake an estate reference for a name discrepancy and start correcting something that was never wrong.
