To change your name legally in Ponda, you follow three steps. A notarised affidavit on stamp paper, a public notice in the newspaper, and then a Gazette notification. The Goa Official Gazette is printed at Panaji and name change notices appear in Series III. The Central Gazette is filed in Delhi and accepted in every state and for passport work.
Your Papers May Say North Goa, but You Are in South Goa Now
Until January 2015 Ponda was part of North Goa district. From that month it was shifted to South Goa, with Margao as its district headquarters. This is the most recent district change anywhere in the state, and it is recent enough that a very large number of people here hold documents from both sides of it. A school certificate or a land paper from a few years ago says North Goa, while an Aadhaar updated since says South Goa.
Neither document is wrong and neither needs correcting on its own. But a name change file is checked on the name and the address together, so a verification officer comparing the two sees a different district and asks. The affidavit has to say plainly that the village is the same and the taluka was moved from one district to the other in 2015. Standard drafts leave this out, and that is exactly when a Ponda file comes back.
The Central Gazette Process for a Name Change in Ponda
This is the route accepted everywhere in India and abroad. Here is exactly what happens at each step.
Prepare and Notarise the Affidavit
A sworn declaration on non-judicial stamp paper, signed with witnesses and attested by a Notary Public or First Class Magistrate in Ponda.
Publish the Newspaper Notice
A public notice carrying exactly the same wording as your affidavit, so the change is on public record.
File With the Department of Publication
The complete file goes to the Controller of Publications, Civil Lines, Delhi, and your notice appears in Part IV of the Gazette of India.

What Goes Into Your Gazette File
This Taluka Was Once Antruz Mahal
Ponda was part of the New Conquests, the outer talukas that came under Portuguese rule only in the eighteenth century, long after Tiswadi, Bardez and Salcete. In records of that period the taluka appears as Antruz, or Antruz Mahal, and old postal addresses in these talukas were even abbreviated N.C. for New Conquests. So a very old family paper may name a place you will not find on a modern list at all.
There is a second thread that runs through many families here. In the second half of the sixteenth century, households and their temple deities moved into Antruz Mahal from Ilhas, Bardez and Salcete, which is why so many of Goa's best known temples stand in this one taluka. The Mangueshi deity, for instance, came from Kushasthali, today's Cortalim in Salcete. For a name change file that can matter, because a family's earliest surviving record sometimes belongs to a different taluka entirely.
Goa Gazette or Central Gazette for Ponda?
Both are valid. Here is the honest difference, so you pick the right one the first time.

Goa's Industrial Belt Runs Through This Taluka
Ponda is the state's main industrial hub, with estates at Kundaim, Bethora, Madkai and Tisk, and it has been Goa's fastest growing city for years. Most of that employment is private rather than Government, and that changes the paperwork in a useful way. A private company does not need a Ministry of Home Affairs deed. Your employer simply updates its records once you produce the Gazette copy and your corrected identity documents.
The order that works is the same for everyone here. Correct the Aadhaar first, then the PAN, because the provident fund and the bank both follow the PAN name. Then give the Gazette copy and the updated documents to the establishment section. Doing it the other way round, with the employer file corrected before the Aadhaar, is what leaves people with a provident fund account that no longer matches anything.
Not Every Case in Ponda Needs a Gazette
Many agents sell a Gazette for every case. That is not honest. A small spelling mistake is usually fixed with a notarised affidavit and your existing proof at each authority. A birth entry goes through the Chief Registrar of Births and Deaths at Panaji and then the Civil Registrar for Ponda, not through a Gazette at all.
A marriage in Goa is not legally recognised unless registered with the Civil Registrar, so if your change follows a marriage, that registration comes first and becomes the supporting proof. Land and Comunidade entries go through the registration and revenue side. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records.
