Goa runs on its own civil code, and a marriage is not legally recognised here unless it is registered with the Civil Registrar. For Salcete that office is in Margao. So if your name change follows a marriage, the registration comes first and becomes the supporting proof, and the affidavit and Gazette rest on it. Doing it the other way round is the most common reason a Goan file stalls.

A birth entry works differently again. You apply first to the Chief Registrar of Births and Deaths at Panaji, under the Directorate of Statistics, and only after that authorisation do you approach the Civil Registrar to have the entry corrected. A Gazette does not do this and is not required for it. Anyone selling you one to fix a birth record is charging for something that will not solve the problem.
