Most places have documents naming an old district or an old spelling. Margao has something rarer. Under the Portuguese regime the municipal body here was the Camara Municipal de Salcete, and it covered every village of Salcete taluka, not just this town. It stayed that way until the Goa Municipalities Act of 1968 came into force, when it was reconstituted as the Margao Municipal Council.

So a licence, a house tax receipt, a school record or any other municipal paper issued before 1968 carries the name of a body that no longer exists, and it may cover a village that has its own panchayat today. None of that is an error. It simply means the affidavit has to say what the document is, which body issued it and when, and how that connects to your present address. A standard draft that ignores it is what gets a Margao file sent back.

Margao is the headquarters of South Goa district as well as of Salcete taluka, and the collectorate at the Matanhy Saldanha Administrative Complex sits here. The district covers more than two hundred revenue villages across seven talukas, and each of those talukas is headed by a Mamlatdar, the office Goa uses where other states have a Tehsildar. People from a wide area come here for work that cannot be done at the village level.

Worth knowing, though, is that a name change needs none of those offices. It runs on an affidavit, a newspaper notice and a Gazette notification, and we handle all three without you visiting anywhere. Where those offices genuinely are the right destination, for a caste or residence certificate, a land entry or a marriage registration, we name the correct one before you set out.

Goa runs on its own civil code, and a marriage is not legally recognised here unless it is registered with the Civil Registrar. For Salcete that office is in Margao. So if your name change follows a marriage, the registration comes first and becomes the supporting proof, and the affidavit and Gazette rest on it. Doing it the other way round is the most common reason a Goan file stalls.

A birth entry works differently again. You apply first to the Chief Registrar of Births and Deaths at Panaji, under the Directorate of Statistics, and only after that authorisation do you approach the Civil Registrar to have the entry corrected. A Gazette does not do this and is not required for it. Anyone selling you one to fix a birth record is charging for something that will not solve the problem.
