Name Change Agent in Sanguem

Sanguem has changed its administrative address twice in fifteen years, and both changes are still visible in people's documents. On 4 April 2011 a new taluka, Dharbandora, was carved out of Sanguem. Eighteen villages were notified into it that March, and apart from Gangem and Usgao, all of them had been part of Sanguem taluka until then. Then on 31 December 2025 the whole of Sanguem moved out of South Goa district and into Kushavati, Goa's new third district, with its headquarters at Quepem.

So three generations of paper in the same house can carry three different official addresses. A certificate from before 2011 says Sanguem taluka, South Goa. One issued between 2011 and 2025 might say Dharbandora taluka, South Goa, if your village was among the eighteen. Anything issued now says Kushavati. All three were correct on the day they were made. None of them needs correcting. What they do need is an affidavit that explains the sequence, because an officer comparing two documents from different decades will otherwise read the mismatch as a discrepancy.

Kushavati is new enough that the confusion is not only yours. Government databases and census listings still describe Sanguem as part of South Goa in many places, because the district was created after the last Census and the records are being updated in stages. Write Kushavati on anything new, keep South Goa on anything old, and let the affidavit connect the two.

Work on the Salaulim Dam began in 1975. The reservoir's submergence zone covered twenty villages, fully or partly, and around three thousand people from more than four hundred and fifty families were displaced and resettled. Curdi was submerged completely. Its people were moved to Velip and Valkini in 1983 and 1984, and the village was fully under water by 1986. It resurfaces for about a month every summer when the water drops, and the families return.

What that means on paper is a mismatch that no amount of care by the family could have avoided. An older birth certificate, school record or land document names Curdi, or Kurpem, or another village inside the zone. The Aadhaar, the ration card and the bank account name a resettlement colony. Official Sanguem addresses today read in a form you will recognise: a house number, then Vaddem or Valkini, then Colony No. 1, No. 2 or No. 3, then the parent village. Some records still carry a Curdi address outright.

The parent village name is itself unstable. In one recent Government list the same place appears as Portem, as Potrem and as Porteem, across different entries on the same document. Villiena and Viliena both appear. Kurpem is also written Curpem, Bhati as Bati, Uguem as Ugum, and Kalay turns up as Calem and as Kaleem, which is also how the railway station is written. None of these are mistakes by you or by the clerk. They are the same place, recorded by different hands.

Kushavati district runs on a mining driven economy, and Sanguem sits in the middle of that belt. Decades of employment with mining companies, contractors and transport operators have left service books, provident fund records and gratuity papers in circulation. Those were typed from whatever document the worker produced at joining, often a school certificate from the 1970s or 1980s. Where that certificate used a different spelling, the service record repeats it, and the mismatch only surfaces when a pension, a provident fund withdrawal or a compensation claim is filed years later.

The second is community certificates. About twenty seven per cent of Kushavati district's population is tribal, and Sanguem has a large share of that. A Scheduled Tribe certificate matters for education, employment and welfare, and the name on it has to match every supporting document exactly. This is worth being clear about: a Gazette does not issue or correct a community certificate. That is done by the authority that issued it. Distance makes both harder. Sanguem is Goa's largest taluka at 888 square kilometres, with a population density of only 73 people per square kilometre. From the eastern villages a single office visit can take most of a day, and the nearest railway station is at Kaleem. That is the honest reason we do this online: not because it is fashionable, but because for this taluka every avoided trip is real money saved.
