Surat runs on people who came from somewhere else. The diamond and textile trades brought families from Saurashtra, and in the decades since, from Odisha, Bihar, Uttar Pradesh and Rajasthan. Katargam alone grew mainly on families from Kathiawad. That is the strength of this city, and it also creates a paperwork problem nobody warns people about.

Your school certificate may have been issued by a board in Odisha or Bihar. Your birth entry may sit with a panchayat in Uttar Pradesh. Your Aadhaar was made here. When the spellings differ, people go to a Surat office and are turned away, because a certificate is corrected by the authority that issued it, in the state that issued it. No office in Gujarat can amend a Bihar or Odisha document. What settles the matter for both sides is a Central Gazette notification, which is accepted in every state, so the old name and the new name are published once as belonging to one person.

Under the Surat District Re-organisation Act of 2007, the eastern talukas were taken out of Surat district to form the new Tapi district, with effect from 2 October that year. Vyara, Songadh, Valod, Nizar, Uchchhal, Dolvan and Kukarmunda moved across. Surat district kept the city and the western talukas. Both district names are correct for their own period and neither needs correcting.

This catches families who moved into the city from the eastern belt. A school certificate or a land record from before October 2007 names Surat district, while a recent Aadhaar for the same village names Tapi. A verifier comparing the two sees a district that does not match and asks. The affidavit has to state that the village is the same and that Surat district was reorganised in 2007, which is a line most standard drafts leave out entirely.

Surat has grown by absorbing the towns around it. Katargam was a nagar panchayat of its own in the nineteen seventies before it came into the corporation, and in 2006 the municipalities of Amroli, Chapprabhatta and Kosad were merged in as well. So a birth entry, a property paper or an old tax receipt from those areas can name a civic body that no longer exists, issued by an office that has since been absorbed.

There is a further detail worth knowing. The Surat Municipal Corporation still operates under the Bombay Provincial Municipal Corporations Act of 1949, a law older than the state of Gujarat itself. That is why documents from the corporation sometimes carry wording and references that look unfamiliar. None of this is an error and none of it weakens your file. The affidavit names the document, the body that issued it and the year, and connects it to your present address in one unbroken line.
