None of these is wrong. They are the same place under a town name, a district name and an ancient name.

This has a very practical consequence and it is the commonest wasted trip here. If a name has to be corrected in a birth or death record, the Registrar you need sits under Municipal Council Thanesar. People search for a Kurukshetra office, do not find one under that name, and conclude the record is untraceable. It is not. It is filed under the town, not the district. So on your papers you may find a birth certificate saying Thanesar, an Aadhaar saying Kurukshetra and an old family document saying Sthaneshwar, and a verifier who does not know this district reads three places instead of one.

A Gazette Cannot Be Published For Someone Who Has Died

Pehowa, twenty seven kilometres west of Thanesar, is described by the district's own court records as an ancient place of great sanctity where prayer and pind daan are performed for ancestors. Families come here from across the country. Often, in the same weeks, they are also going through their parents' papers for the first time, and that is when a particular problem surfaces. The bank passbook, the insurance policy, the pension order and the land record each carry the parent's name slightly differently, and now nobody can be paid or transferred anything.

We want to be plain about this, because people are sometimes sold the wrong thing at a difficult time. A Gazette notification is the act of a living person declaring that they are changing their own name. It cannot be published for someone who has died, and no agent can obtain one. What is needed instead is different in kind. The heirs make a sworn declaration that the several names appearing across the papers all refer to one deceased person, supported by whatever documents connect them, and that declaration is submitted along with the death certificate and a legal heir or succession certificate to each institution in turn. The bank, the insurer, the pension authority and the revenue office each have their own process and each must be approached separately.

Two Timelines, One Place

The Revenue District and the Court District Were Created Ten Years Apart

Kurukshetra was created as a revenue district on 23 January 1973, when Karnal district was bifurcated, under Government Notification No. 454-E (iv) 73/2212, and it first comprised the tehsils of Guhla, Kaithal and Thanesar. Pehowa tehsil was created in 1979. The judicial side moved on its own schedule. The Kurukshetra Sessions Division was carved out of the Karnal Sessions Division only in 1983, ten years after the revenue district. Kaithal, which had left Kurukshetra as a district in 1989, was separated as its own Sessions Division as late as 2005. The district's own history notes reorganisations in 1979, 1989, 1990, 1996 and 2011, with the present shape of four sub divisions, four tehsils and two sub tehsils dating only from after 2018.

That gap between the two timelines is not a curiosity, it is a document problem. A court paper and a revenue paper from the same family, both from the late nineteen seventies, can name different districts for the same village, because one system had split and the other had not. Neither is a mistake and neither can be corrected. The affidavit names each document, the authority that issued it, the year and the district exactly as printed, and states that the village and the family are unchanged throughout. Not Every Case in Kurukshetra Needs a Gazette

And as set out above, a Gazette cannot be published at all for a person who has died, so nobody should be charging you for one in that situation.

A name error in a birth or death certificate is corrected by the Registrar through Municipal Council Thanesar, or the municipal council or gram panchayat where the event was registered, so Pehowa, Shahabad and Ladwa each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari.
