Most guides stop at telling you which counter to visit. They never say what happens if the person behind it says no. Karnal is the headquarters of Karnal Division, which the district administration describes as covering the districts of Karnal, Panipat and Kaithal, and it states plainly that the Deputy Commissioners of those three districts report to the Divisional Commissioner. That gives you a ladder rather than a dead end. A correction is first taken up by the Tehsildar or Sub Registrar, then the Sub Divisional Officer or SDM, then the Deputy Commissioner, and above all of them the Divisional Commissioner sitting here in Karnal.

Knowing the ladder exists changes how you behave at the first counter. You ask for the refusal in writing rather than accepting it verbally, because a written order is what an appeal is built on and a verbal no is not appealable at all. This division is also fairly new, announced in January 2017 and approved by the Haryana cabinet on 2 February 2017, so even some staff are used to the older arrangement. None of this is a reason to be difficult with anyone. It is simply the difference between going home defeated and knowing your file has somewhere else to go.

Karnal is one of the oldest districts in the state and it was a district under Punjab before Haryana existed. The district administration records that when Haryana was formed on 1 November 1966, Kurukshetra, Kaithal and Panipat were all part of Karnal district, and that at its widest the boundaries covered the tehsils of Karnal, Thanesar, Kaithal and Panipat. In 1973 Thanesar tehsil became the separate district of Kurukshetra, with Kaithal included in it. In 1989 Panipat tehsil became a district of its own.

So a Karnal paper from before 1973 may relate to land or a person now sitting in any of four districts, and none of it is wrong. This is the single most common thing an outside agent gets wrong on a file from this belt, because they see Karnal on an old certificate and a different district on an Aadhaar and assume the older one is a mistake. It is not. The affidavit names each document, its authority, its year and the district exactly as printed, then states that the village and the person are unchanged.

Karnal district today is organised into four sub divisions, Karnal, Indri, Assandh and Gharaunda, and five revenue tehsils, Karnal, Indri, Nilokheri, Gharaunda and Assandh, along with sub tehsils at Nissing, Nigdhu and Kaimla. Caste, income, residence and domicile certificates are issued at that level, and a correction has to go back to the same office that issued the certificate, not to whichever tehsil is nearest to where you live now.

People move within the district and then apply at the convenient counter, which is where files stall. If your school certificate came from a Nilokheri office and you now live in Sector 32, the correction still belongs with the issuing authority. The same rule applies across every one of these offices. And if a paper predates a boundary change, say so in the affidavit rather than assuming the current tehsil covers it, because a verifier reading the address against the issuing office is looking for exactly that kind of gap.
