Haryana's Own Gazette Is Printed Outside Haryana
This surprises people who have lived in the state all their lives. The Haryana Gazette is issued by the Controller, Printing and Stationery Department, Haryana, whose office is at Book Building, Madhya Marg, Sector 18, Chandigarh. Chandigarh is a Union Territory, not part of Haryana. The department's other press is at Sector 6, Panchkula. The state capital and the Punjab and Haryana High Court sit in Chandigarh too, so three of the institutions a Haryana resident may need are outside the state's own boundary.
None of this makes your file harder, and it changes nothing about the law. What it does mean is that people who set out to visit the Gazette office in person often drive to the wrong place, and that a Haryana Gazette copy carries a Chandigarh address on it. That address is correct and no bank or passport office will object to it. We mention it because we would rather you knew before you spent a day travelling, and because it is one of the small things that tells you whether the person handling your file has actually done this before.

Before 1 November 1966, Every Paper Here Said Punjab
Haryana was carved out of Punjab on 1 November 1966 under the Punjab Reorganisation Act, following reorganisation on linguistic lines. It began with seven districts and has grown to twenty two, grouped today into six divisions, Ambala, Faridabad, Gurugram, Hisar, Karnal and Rohtak. Chandigarh became the shared capital of both states and remains a Union Territory.
So a grandfather's school certificate, a land record, a service book entry or a revenue receipt from this soil can name Punjab rather than Haryana, and a district that has since been split or renamed. Every one of those papers is genuine and correct for the year it was issued, and none of it needs replacing. What it needs is an affidavit that names each document, the authority that issued it, the year, and the state and district exactly as written, then states that the village and the person are the same throughout. A standard draft writes Haryana over everything and hopes nobody checks the date.

Gurgaon Became Gurugram, and Mewat Became Nuh
In 2016 the Government renamed Gurgaon as Gurugram, and Mewat district was renamed Nuh. These are official changes, not nicknames, and they happened recently enough that the majority of documents in circulation still carry the older names. A degree from 2010 says Gurgaon. A recent Aadhaar says Gurugram. Both are correct.
The same applies to district boundaries. Charkhi Dadri was created out of Bhiwani, Palwal out of Faridabad, and several districts were formed long after 1966 out of larger ones. So a person can hold three papers naming three different districts for the same village, none of them wrong. The affidavit records each name as printed with its year and states the place is unchanged. This is the single most common thing an out of state agent gets wrong on a Haryana file, because they treat Gurgaon and Gurugram as a spelling mistake rather than two correct names from two periods.
Not Every Case in Haryana Needs a Gazette
Many agents sell a Gazette for every case. That is not honest. A paper saying Punjab, a degree saying Gurgaon, or a district that was split after 1966 is not a name change problem at all, and no Gazette will alter what an earlier authority wrote. Those need a properly worded affidavit, not a notification, and anyone charging you for a Gazette to fix them is charging for the wrong thing.
A name error in a birth certificate is corrected by the Registrar through the municipal corporation, nagar parishad or gram panchayat where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
