Name Change Agent in Porvorim

Porvorim has no municipal council of its own. It is a census town in Bardez taluka that sits across three separate village panchayats, Socorro, Penha de França and Salvador do Mundo. Look closer and it gets sharper still. Socorro panchayat is made up of seven wards, and Porvorim is simply one of them, alongside Ambirna, Arrarim, Carrem, Maina, Vaddem and Zosvaddo. So the name on your electricity bill and your Aadhaar is a locality name, while the name on a land record, a panchayat certificate or a birth entry is the village that actually holds the register.

There is a layer under that too. All of this area was once a single village and comunidade called Serula. Serula was later divided into Salvador do Mundo, Penha de França, Pomburpa and Socorro, and Socorro is still written as Socorro (Serula) in places. Penha de França carries a second name of its own, Britona. An older family document from here can therefore name Serula, a village that no longer appears in any current list, and be completely valid.

One more mismatch is worth knowing before you fill a form. India Post files the Alto Porvorim sub office under the postal taluk of Tiswadi, while for revenue and registration purposes Porvorim is in Bardez. Your postal records and your land records genuinely disagree about which taluka you are in, and neither of them is wrong. This is why a Porvorim affidavit that just says "Porvorim, Goa" gets queried, and one that spells out the chain does not.

Panaji is the capital on paper. Porvorim is where the Government actually works. The Goa Legislative Assembly and the Secretariat operate from a single complex at Alto Porvorim, and the Bombay High Court at Goa now functions from its own building here, overlooking the Mandovi, having moved from the Lyceum complex in Panaji. India Post even runs a sub office called Secretariat, North Goa, on the Porvorim pin code. No other place in Goa has this concentration of Government employment.

If you are one of those employees, your name change has a step that private sector staff do not have. Alongside the Gazette, you must submit a name change deed in the format prescribed under the Ministry of Home Affairs office memorandum No. 190016/1/87-Estt dated 12 March 1987. Until that deed is filed, the change is not entered in your service record, and everything that flows from the service record stays in the old name: the service book, the provident fund account, the pension papers, the LTC and medical claims. People discover this years later, usually at retirement, when the pension file and the Aadhaar do not agree.

The order matters as much as the documents. Affidavit first, then the newspaper notice, then the Central Gazette, then the deed submitted to your department through the drawing and disbursing officer. Filing the deed before the Gazette exists gets it returned. Skipping it entirely means the Gazette sits in your personal file doing nothing for your service record.

The Portuguese took Bardez in the early 1540s and held it fully from 1543. Together with Tiswadi and Salcete it forms the Old Conquests, and that is a real difference on paper, not a history lesson. Sattari, Pernem and Sanguem came under Portuguese control between the 1760s and the 1780s, so their civil records are comparatively recent. Here, registration and parish record keeping ran for more than four centuries, in Portuguese, through the church of each village. A Bardez family can hold documents older than anything available in the interior, and those documents use spellings and forms nobody uses today.

That produces three recurring problems. Names appear in their Portuguese form on a baptism or marriage entry and in a Konkani or English form on later records, and the two are the same person. Village names shift, so Serula becomes Socorro, Penha de França is also Britona, and Bardez itself is written Bardes. And land here often belongs to a comunidade, the old village land body, which appears on title documents as a party even though it is not a person you can trace or correct.

The taluka name carries its own history. Bardez comes from Bara desh, meaning twelve territories, a reference to the twelve old village communities, and a native of the taluka is called a Bardeskar or Bardescar. Where a family surname was formed from a place in this way, both forms turn up in records, and both have to go into the affidavit rather than one being treated as the mistake.
