Ranchi district has been divided twice in living memory, and the second division was three ways, not one. The Lohardaga district administration records that Lohardaga came into existence when Ranchi was split into three districts, Ranchi, Lohardaga and Gumla, in 1983, Lohardaga having been a sub division since 1972. Then on 12 September 2007 Khunti was carved out of Ranchi and became the twenty third district of Jharkhand, with its headquarters at Khunti town about forty kilometres south of the capital. Khunti had been a sub division of Ranchi until that day. Not one of the pages currently ranking for a name change in Ranchi mentions either split, which tells you they were written about a keyword rather than about a place.
Put a real person through it. Somebody born in Torpa in 1996, who has never moved house, holds a birth entry that says Ranchi district, Bihar. In November 2000 the state became Jharkhand. In September 2007 the district became Khunti. Their Aadhaar today says Khunti district, Jharkhand. That is two changes of address in seven years without anyone packing a bag, and it produces exactly the mismatch a verifier in another city stops at. The papers are all correct. What is missing is the sentence connecting them.

Ranchi Became a District Only in 1899
Ranchi was established as a district in 1899, and the reason the date matters is not what most people assume. The Gumla district administration records that after the Kol rising of 1881 and 1882 the South West non regulation frontier was created, following which a district came into existence called Lohardaga, which covered what is now Gumla as well. In 1899 the name of that district was changed from Lohardaga to Ranchi. So Ranchi did not replace nothing. It replaced Lohardaga. And then in 1983 Lohardaga came back out of Ranchi as a district in its own right, along with Gumla. The plateau was also governed differently before all of this. The Nagvanshi dynasty, founded by Phani Mukut Rai around 1000 CE, ruled Ranchi and part of the Chota Nagpur plateau for close to a thousand years, with Khukhragarh among its capitals. Under the British the area was not included directly in the surrounding administrative unit but was attached under the designation Tributary Mahal of Chotanagpur. Ranchi was also the summer capital of Bihar, and the district administration's own site records that it remained so right up until Jharkhand was separated in the year 2000. That is why so much old official correspondence about this region carries a Ranchi address while naming Bihar as the state, and it is not a contradiction.
For documents that matters in one narrow way. Papers from this plateau can name units and designations that a clerk in another state has never encountered, and they are genuine. An entry referring to a Tributary Mahal, a Nagvanshi era land reference, or a Ranchi issued document that names Bihar as the province is not a forgery and not a clerical slip. It is an old record from a region whose administrative labels changed more often than its villages did.
Not Every Case in Ranchi Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and in this district there are two easy versions of the pitch. One is pointing at the word Bihar on a pre 2000 certificate and calling it outdated. The other is pointing at Ranchi on a Khunti family's older paper and calling it wrong. Neither is wrong.
