Whoever wrote it took a template about Delhi, replaced the word Delhi with Jharkhand, and left the pin code untouched. Another widely shared page refers to Jharkhand as a city. These are not small slips. They are the load bearing facts of the whole process, and if a site gets those wrong you cannot rely on anything else it says about fees or timelines.
Here are the two offices, correctly. The Central Gazette, which is the Gazette of India, is published by the Department of Publication at Civil Lines, Delhi 110054, and that is where an individual name change notice is filed from anywhere in India including Jharkhand. The state Gazette is a different thing entirely. The Jharkhand Gazette is published by the Directorate of Printing and Stationery under the Department of Finance, and every copy carries the line printed and published by the Superintendent of Jharkhand Government Press, Doranda, Ranchi. Anything Older Than 2000 Correctly Says Bihar
Jharkhand came into existence on 15 November 2000 under the Bihar Reorganisation Act, 2000, carved out of southern Bihar. The state is twenty six years old. Work out what that means for paperwork and it is the single biggest fact about documents here. If you are older than twenty six, your birth was registered in Bihar. Your school certificate, if you passed before 2000, carries a Bihar board. Your family's land records, the old khatiyan entries, the parental documents behind your caste or residence certificate, all of them name Bihar because Bihar is what this territory was.
The Gazette itself moved on the same day. The Jharkhand Gazette was established after the state was created and replaced the Bihar Gazette for publishing this state's laws and notifications. So even an official notification about your own district, if it is old enough, sits in the Bihar Gazette and not in the Jharkhand one. None of this is an error and none of it needs correcting. What it needs is an affidavit that names Bihar as printed, gives the year on that document, and states plainly that the district passed to Jharkhand on 15 November 2000. Three lines, and a clerk in Mumbai or Bengaluru stops treating your certificate as a mismatch.

You Do Not Have to Come Home for This

My birth certificate is from a panchayat in Giridih, my school certificate is from a Bihar board, I live in another state now, where do I do this. The answer is that you do it where you are. The affidavit is sworn before a Notary Public wherever you live. The newspaper notices are placed in Hindi and English dailies circulating in your present area, not in your home district. The Gazette file goes to Delhi by post.
The one thing that has to be right is the address, and it is two addresses rather than one. The affidavit should carry your permanent or native address in Jharkhand exactly as printed on your older papers, and your present address wherever you are working. Naming only one of them is what leaves a verifier unable to connect a Giridih birth entry to the person in front of them. Not Every Case in Jharkhand Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and in this state the easiest way to sell one is to point at the word Bihar on an old certificate and suggest the document is out of date. It is not out of date. It was correct when it was issued and it remains correct. That needs an affidavit setting out the sequence with dates, not a notification, and no Gazette will change what an earlier authority properly recorded.
A name error in a birth certificate is corrected by the Registrar through the municipal corporation, nagar panchayat or gram panchayat where the birth was registered, and if the birth was registered before 2000 that office still exists under Jharkhand today. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. Land record entries, including old khatiyan entries, go through the revenue side. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
