Rah and Dharnidhar Are Talukas, Even If Nobody Says So Locally
The notification lists eight talukas for this district, and two of the names, Rah and Dharnidhar, are unfamiliar to many people who have lived here all their lives. Deodar also appears written as Diyodar. Meanwhile Banaskantha kept ten talukas, including names such as Hadad and Ogad. The reorganisation did not only move talukas between districts, it settled taluka names on paper that everyday speech has not caught up with.
A taluka is not a formality on a certificate. Caste, income, residence and land records are all issued at the taluka or Mamlatdar office and carry that name. So over the next few years people here will hold one certificate naming an old taluka and another naming a new one, alongside a district that changed at the same time. Two moving parts, one file. The affidavit has to record the taluka and the district exactly as printed on each document, with its year, and then state plainly that the village is unchanged.
