Gurugram Needed a Gazette Notification to Change Its Own Name

On 12 April 2016 the Haryana Government decided to rename Gurgaon as Gurugram. The announcement at the time said the proposal would go to the Government of India and would come into force only after a Gazette notification. Then it happened in pieces. The division was renamed Gurugram on 27 September 2016. The city was notified on 23 October 2016. And as newspapers reported at the time, renaming the city and renaming the district were treated as two different matters with two different procedures, so the district notification followed later still.

One renaming, three notifications, three dates. Which means a certificate issued anywhere in 2016 can say Gurgaon or Gurugram depending on the month it was issued and which authority issued it. A municipal record from November 2016 may say Gurugram while a district record from the same month still says Gurgaon. Neither office made a mistake. There is something fitting in it too. The city itself had to publish a Gazette notice to make a name change official, which is precisely the process we run for individuals, and for exactly the same reason.

Use what your identity proof says, not what is current: if your Aadhaar says Gurgaon, write Gurgaon on the affidavit and the newspaper notice. The affidavit then records the other form with the notification date. Do not "upgrade" the old name to look modern, because the notice has to match your proof exactly. The Hindi and English Newspaper Rules

Two papers are needed, one Hindi and one English, not just one
The notice must repeat the same old name, new name and address as the affidavit
It must mention the date on which the affidavit was made
The advertisement usually appears in the classified section
Keep the original dated cuttings showing the paper name
Even one letter spelt differently can get your whole file returned

Corporate Verification Will Compare Your Aadhaar, PAN and UAN

Gurugram runs on background verification. Almost every offer here is conditional on a check, and the agency doing it does not exercise judgement. It compares the name on your Aadhaar, your PAN, your provident fund UAN, your degree and your previous employer's records, character by character. A middle name present on one and absent on another, or an initial expanded on one and not the other, comes back as a discrepancy rather than a note.

The provident fund side causes the most trouble because a UAN follows you between employers, and the name in it was typed by whichever HR team enrolled you first. People discover the mismatch years later, at the moment they are trying to join somewhere new or withdraw a balance. A Central Gazette notification fixes the root of it, because it publishes both names as one person and every subsequent update to Aadhaar, PAN and the UAN can then cite it. Doing it the other way round, updating one record at a time without a published notification, is what leaves you with five documents in three states of correctness.

Order of work if you are job hunting: Gazette first, then Aadhaar, then PAN, then raise the UAN correction with your current employer while you still work there. An ex-employer has no obligation to help you, and getting a former HR department to approve a name change request months after you leave is the hardest part of the whole exercise.

Three Layers in One Address

Your Sector Sits on Top of a Revenue Village

A Gurugram address usually has three layers stacked on each other. There is a sector number, allotted when the area was planned. There is a private colony or condominium name given by the developer, such as Sushant Lok, DLF Phase 2 or Cyber City. And underneath both there is a revenue village that the land legally belongs to, with names like Chakarpur, Nathupur, Wazirabad or Badshahpur. Several of those village names are also tehsil names, which adds to the confusion.

Which layer appears on your paper depends entirely on which office issued it. Your Aadhaar shows the sector and colony. A property sale deed, a mutation entry or an old jamabandi shows the revenue village. A utility bill may show something different again. None of them is wrong, and a name change file is checked on the name and the address together, so the affidavit has to state the address as printed on your identity proof and record the village form separately where a property document uses it. The vehicle series tells the same story, since this one city runs HR 26, HR 98 and HR 55 depending on when and what was registered.

If any property paper is part of your file: send it along with your Aadhaar and tell us the revenue village name. Sector and village are not alternatives to each other, they are two true descriptions of one plot, and the affidavit should say so rather than pick one.

Not Every Case in Gurugram Needs a Gazette

Many agents sell a Gazette for every case. That is not honest. A degree saying Gurgaon, a property paper naming a revenue village, or a district record from 2016 that had not yet been renotified is not a name change problem at all. Those need a properly worded affidavit, not a notification, and no Gazette will alter what an earlier authority wrote.

A name error in a birth certificate is corrected by the Registrar through the Municipal Corporation of Gurugram, or the Manesar corporation or gram panchayat where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A UAN name correction is an EPFO process through your employer, not a Gazette matter on its own. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records.

My property paper names a village, not my sector, why?
Because every Gurugram sector sits on land belonging to a revenue village such as Chakarpur, Nathupur or Wazirabad. Land records use the village name and your Aadhaar uses the sector. Both describe the same plot.
How do I correct a name in a Gurugram birth certificate?
That is a Registrar correction through the Municipal Corporation of Gurugram, or the Manesar corporation or gram panchayat where the birth was registered. It is not a Gazette matter.
