Between 15 July 1948 and 1 November 1956 there was a state of the Indian Union called the Patiala and East Punjab States Union, usually written PEPSU. Its capital was Patiala, it united eight princely states, it covered about twenty six thousand square kilometres and it had its own legislative assembly. Mahendragarh district was formed in 1948 by grouping tracts of former princely states, including the Bawal Nizamat of Nabha State, and that district became part of PEPSU. Bawal is a tehsil of Rewari district today.

So a genuinely old paper from the Bawal side of this district can carry a jurisdiction that has not existed for seventy years. What matters practically is that there is no PEPSU office to write to. When PEPSU merged into Punjab on 1 November 1956 its records went with it, and Haryana received its share when the state was formed in 1966. So the authority holding a PEPSU era record today is a Haryana office, but the paper in your hand names something a verifier has probably never heard of. That is not a defect and it cannot be corrected. It has to be explained, in writing, in the affidavit, with the year printed on the document.

Three Different Districts Can Be The Correct Parent

Rewari became a district on 1 November 1989, and there is no single tidy answer to what it was carved out of. One standard reference says it was carved out of Gurgaon district. Another says the new district was made up of the Rewari and Bawal tehsils taken from Mahendragarh district together with Kosli tehsil, except ten villages, taken from Rohtak district. A third describes Rewari as having been a sub division and tehsil headquarter of Mahendragarh district before that. All of these are describing the same event from different angles, because the new district really was assembled from more than one parent.

For you this means the parent district on your papers depends on your tehsil and on the year, not on a general rule. A Kosli side family may hold papers naming Rohtak. A Bawal or Rewari side family may hold papers naming Mahendragarh, and older ones naming Gurgaon. All three are correct in their own place and period. Read the Exceptions

Some Villages Moved and Some Were Left Behind

The reorganisations in this belt were done village by village, and the record of them says so. In 1950 the Bawal tehsil was broken up and seventy eight villages were transferred to Gurgaon district. In 1956 the Rewari tehsil was excluded from Gurgaon district and included in Mahendragarh, except sixty one villages. In 1977 eighty one villages of Rewari tehsil were constituted into a new Bawal tehsil. And when Rewari district was created in 1989 it took Kosli tehsil except ten villages.

Those phrases matter, because they mean your neighbour's papers and yours can name different districts for the same year even though the two houses are a kilometre apart. One village was in the list and one was in the exception. There is nothing to correct in either. What the affidavit does is name your village, the tehsil, the district as printed and the year, for each document, and state that the village and the family have not moved. That single paragraph is what stops a verifier deciding that two papers describe two different people.

Do not assume the general rule applies to you: if you have been told that everyone from this area holds Mahendragarh papers, check your own. In a belt reorganised with numbered exceptions, the only reliable source is the seal on your document, and photographs of those are what we ask for first.

Not Every Case in Rewari Needs a Gazette

Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is a jurisdiction that was never wrong. A paper naming PEPSU, Nabha, Gurgaon, Mahendragarh or Rohtak is not a name change problem. Those need an affidavit that explains the sequence, not a notification, and no Gazette will alter what a dissolved state wrote in 1952.

A name error in a birth certificate is corrected by the Registrar through the Municipal Council Rewari, or the municipal committee or gram panchayat where the birth was registered, so Bawal, Kosli and Dharuhera each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. If an office refuses in writing, the appeal runs upward through the Deputy Commissioner, which our Karnal page sets out. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records.
