East Singhbhum was created on 16 January 1990, when the old Singhbhum district was bifurcated and nine blocks became East Singhbhum with Jamshedpur as headquarters, the remaining twenty three becoming West Singhbhum with Chaibasa. Before that the area had been part of the old Manbhum district and the old Dhalbhum estate. The Patamda side stayed in Manbhum district of Bihar until the Bihar and West Bengal Transfer of Territories Act of 1956, after which it became part of Dhalbhum.
Now put a family from Patamda through that. A paper from before 1956 names Manbhum district, and Manbhum is not a district anywhere in India today. From 1956 it is Dhalbhum in Singhbhum. From 16 January 1990 it is East Singhbhum. From 15 November 2000 the state stops being Bihar and becomes Jharkhand. Four different correct addresses in the space of one lifetime, and the house has not moved an inch. That is more changes than any other district we have written about, and it is the single most useful thing a Jamshedpur page can tell you.

Hindi Is Official Here, But Bengali Is the Most Spoken
East Singhbhum sits in the corner where Jharkhand meets two other states. It is bounded by Jhargram district and Purulia district of West Bengal, by Mayurbhanj district of Odisha, and by Seraikela Kharsawan to the west. Hindi is the official language of the district and Bengali is the most spoken one, with Scheduled Tribes making up a little over twenty eight per cent of the population. That combination is ordinary here and completely invisible to anyone reading your file in another state.
Where it shows up is spelling. A name written in Bengali script and later entered into a Devanagari or English record can come out in more than one form, and neither the family nor the clerk did anything wrong. The same surname reaches a school register one way and an Aadhaar another. This is a transliteration difference, not a name change, and it is worth knowing which one you have before you pay for a Gazette notification you may not need at all.

Dhalbhum, the Notified Area and How This District Was Built
The administrative layers here arrived one at a time and each left a mark on paper. Dhalbhum sub division was created in 1920 with Jamshedpur as its headquarters. Jamshedpur Notified Area was established in 1924. The old Singhbhum district was bifurcated on 16 January 1990, giving East Singhbhum nine blocks and Jamshedpur as district headquarters, while West Singhbhum kept twenty three blocks and Chaibasa. West Singhbhum was then divided again in 2001, when Seraikela Kharsawan district was created out of eight of its blocks.
The district today runs as two sub divisions. Dhalbhum, headquartered at Jamshedpur, contains Golmuri cum Jugsalai, Potka, Patamda and Dhalbhumgarh. Ghatshila, headquartered at Ghatshila, contains Ghatshila, Musabani, Dumaria, Baharagora and Chakulia. If a paper of yours names a sub division rather than a district, or names Dhalbhum where you expected East Singhbhum, that is the structure it is describing and it is correct.
Not Every Case Here Needs a Gazette
