Name Change Agent in Panipat

The district administration and the district court both record the same sequence. Panipat district was carved out of Karnal district on 1 November 1989. On 24 July 1991 it was merged back into Karnal, so for a while this district did not exist at all. On 1 January 1992 it became a separate district again. That gives four periods in three years and two months, and the district name on a paper depends entirely on which of them it was issued in.

Every other district change we handle runs in one direction. A district splits, and older papers name the older district. Here the name went out and came back. So a family can hold a 1990 certificate saying Panipat, a 1991 certificate saying Karnal and a 1993 certificate saying Panipat, in that order, and every one of them is correct. It leaves a particular shape in a family's papers. The parents' birth certificates, school records and caste certificates were issued in Bihar, Uttar Pradesh, Odisha or elsewhere. The children were born here and everything of theirs says Haryana. So one household holds documents from two states, in two administrative systems, and only the state that issued a certificate can correct it. A Panipat office cannot amend a Bihar school record and never could. What bridges the two is a Central Gazette notification, which is accepted by every state, so a single published proof covers the parent's records and the child's at once.

The 1989 to 1992 sequence was not the first time. In the reorganisation of 1819 the Panipat, Karnal and Sonipat areas together formed Panipat district. In 1851 that district was divided into Panipat and Karnal tehsils, with headquarters at Panipat and Gharaunda. Three years later the district headquarters were shifted to Karnal, and numerous changes followed after that. Panipat district today sits within the Karnal division, so the two names still travel together on official paper.

For a family with genuinely old documents this matters. A nineteenth or early twentieth century land record from this belt may name Panipat district when a later one names Karnal, for the same village, and neither is an error. The rule for the affidavit does not change with the century. Name the document, name the authority that issued it, give the year, record the district exactly as written, and state that the village and the person are the same throughout. Guessing which name is the correct one is what causes a file to be questioned.
