Name Change Agent in Shimla

Shimla was officially spelt Simla until it was renamed, and the change was not only to the town. The district became Shimla district and the parliamentary constituency became Shimla too. So a school certificate, a birth record, a land paper or a service book from the earlier period spells the place Simla with one letter fewer, and that spelling was the correct official one at the time. It is not a typing error by a clerk and there is nothing on the document to correct.

There is a further wrinkle worth knowing before anyone quotes you a date with confidence. Published sources do not agree on the year. One widely used reference gives the official name as Simla until 1972. Another states that Simla was renamed Shimla in 1974 to reflect a more accurate pronunciation. That is a two year window, and papers issued inside it are exactly the ones that cause arguments, because one office may treat the old spelling as current and another may not. We do not guess the year on your behalf. We record the spelling exactly as printed on each document along with the year that document carries, and let the affidavit state that both forms refer to the same place.

The district administration's own history states it plainly. Shimla district in its present form came into existence on 1 September 1972 on the reorganisation of the districts of the state, and after that reorganisation the erstwhile Mahasu district lost its entity, with its major portion merged into Shimla. So a birth record, a school certificate or a revenue paper from this area issued between 1948 and 1972 can carry a district name that is not on any map today. The clerk reading it now has probably never heard of Mahasu.

There is a detail here that catches people out in the opposite direction. The word Mahasu did not disappear. The regional language of this area is still recorded as Mahasu Pahari, also called Keonthali, and the name survives in local usage. So somebody can quite reasonably believe Mahasu is a live administrative name, because they hear it every week, and then be surprised when an office says no such district exists. Both things are true at once. The word is alive and the district is not. The affidavit records the district exactly as printed on each paper, with the year, and states that the place and the family are unchanged.

Shimla was declared the summer capital of British India in 1864, and the district administration records that it was made the capital of the undivided state of Punjab in 1871, remaining so until Chandigarh took that role. After independence it was the capital of East Punjab. The hill areas of Punjab, Shimla among them, merged into Himachal Pradesh on 1 November 1966. So a paper issued here before that date naming Punjab is not merely acceptable, it is what you would expect, because this town was Punjab's own capital for a century.

Even the district's own website is not consistent about what happened next. One page says that following the creation of Himachal Pradesh in 1966 Shimla was designated its capital. Another page on the same site says Himachal Pradesh separated from undivided Punjab in 1971 with Shimla becoming its capital. Both refer to real events, the 1966 merger and the grant of statehood on 25 January 1971, but a reader looking for one date will find two. We mention it because it is the clearest possible reason not to write a year into an affidavit from memory or from a website. Read the year printed on your own document and record that.
