Before writing this page we read what is already ranking for Himachal Pradesh. Two widely copied pages carry the same sentence about submitting a name change application to the Gazette department in this state. One says every person needs to submit it physically. The other says every person need not submit it physically. Same template, one word different, exactly opposite advice, and both are live today. Several pages also tell you to draw a Bharatkosh payment in favour of the Controller of Publications, Himachal Pradesh. There is no such office. The Controller of Publications sits in Civil Lines, Delhi, and the fee of Rs 1,100 for an adult and Rs 1,700 for a minor is the Central Gazette fee paid to that Delhi office.

What the official portal for the Himachal Pradesh Gazette actually says is that the Gazette is published online only, and that notifications are submitted by Departments. The office behind it is the Controller, Printing and Stationery Department, at the Government Press in Shimla, reachable on 0177-2830373 and 0177-2830402. That is the verifiable position. Anything beyond it, including what any agent tells you about state filing, you should ask them to show you in writing.

Papers From Before 1966 Say Punjab
On 1 November 1966 the hill areas of Punjab were merged into Himachal Pradesh under the Punjab Reorganisation Act. What came across was not a fringe. The districts of Kangra, Kullu, Shimla and Lahaul and Spiti were Punjab districts. The Nalagarh sub division came from Ambala district. Part of the Una tehsil came from Hoshiarpur district. Dalhousie and Bakloh came from Gurdaspur district. With that, the area of Himachal Pradesh grew by about 96 per cent to 55,673 square kilometres and the number of districts went from six to ten.
Read that again in terms of your own papers. If your family is from Kangra, Shimla, Kullu, Una, Nalagarh or Dalhousie, then a birth record, school certificate, jamabandi extract or service book from before November 1966 correctly names Punjab, not Himachal Pradesh. This is the single most common thing a verifier outside the state stumbles on, because they read Punjab on one document and Himachal Pradesh on the Aadhaar and see two states. Nothing is wrong and nothing can be corrected. The affidavit names each document, its authority, its year and the state exactly as printed, and states that the village and the family are unchanged throughout.

If Your Paper Says Mahasu, That Is Not a Mistake
Himachal Pradesh became the eighteenth state of the Indian Union on 25 January 1971, before which it was a Union Territory, and before that a Chief Commissioner's province created on 15 April 1948 by merging about thirty former princely states. At statehood it had ten districts, and one of them was Mahasu. On 1 September 1972 the districts were reorganised. Kangra was split three ways into Kangra, Hamirpur and Una, and Mahasu and Shimla were reorganised into the present Shimla and Solan districts. Mahasu ceased to exist.
So a record from the Shimla or Solan belt issued between 1948 and 1972 can name a district that is not on any current map, and the clerk reading it today has probably never heard of it. Older papers still can name Bushahr, Suket, Keonthal, Jubbal, Baghal, Sirmaur, Mandi or Chamba as princely states rather than districts. None of this is an error to be corrected. It is a sequence to be explained, with the year on each paper, in the affidavit. The present shape of the state, twelve districts grouped into the Shimla, Kangra and Mandi divisions, only settled after 1986.
Not Every Case in Himachal Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is an old jurisdiction that was never wrong. A paper naming Punjab, Mahasu or a former princely state is not a name change problem. Those need an affidavit that explains the sequence with dates, not a notification, and no Gazette will alter what an earlier authority correctly wrote.
A name error in a birth certificate is corrected by the Registrar through the municipal corporation, municipal council, nagar panchayat or gram panchayat where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records.
