Wikipedia's article on this district opens by giving three names in one line. Udupi district, also Udipi in Kannada, or Odipu in the Tulu language. All three are current. And one of them you have almost certainly read yourself, because south Indian restaurants in Delhi, Mumbai and half the cities in India carry the word Udipi or Udupi on their boards, after the cuisine that came from here and the Ashta Mathas around the Krishna temple.
Think about that for a moment. A place name that millions of people across India read every week is spelt two ways in general use and a third way in the local language, and nobody anywhere considers this a problem. Nobody has ever been turned away from a restaurant because the board said Udipi and the map said Udupi. That is the ordinary condition of names, and it is the thing people forget when their own certificate and their own Aadhaar differ by a single letter.

A Gazette Is a Public Notice, Not the Legal Change Itself
We spend a lot of these pages correcting other sites, so it is only fair to say when one of them gets something right. A page ranking for this state states, under the heading of a myth, that a Gazette notification does not by itself legally change your name, and that the Gazette is a public notice while the change works through the affidavit, through use, and through updating your records. That is a better description than most pages give, and it is the same thing we tell people on the phone.
The same page is candid about money too, saying that agent fees of five to eight thousand rupees in Karnataka are excessive and that the practical zone is around two and a half to four thousand in total. This District Is Younger Than Most of the Papers That Will Cross Our Desk
Udupi district did not exist before 1997. The three northern taluks of Udupi, Kundapur and Karkala were partitioned out of Dakshina Kannada district, which is South Canara, to form it on 25 August 1997. So a person born here in 1990 has a birth certificate naming Dakshina Kannada district, and school records from before 1997 name it too. All of them are correct, and none of them needs correcting. There is a neat coincidence worth knowing. Davanagere district was created on 15 August 1997 and Udupi on 25 August 1997, ten days apart. Two districts, one fortnight, and between them four parent districts. If you have relatives in both places you may find their old papers naming four different districts for two addresses, and every one of those papers is accurate for its year.
Here the District Grew, and Four New Taluks Appeared
Most of the districts we write about have been losing territory. This one did the opposite. Udupi began in 1997 with three taluks. In February 2018 Byndoor was carved out of Kundapur taluk and Udupi taluk was split into three parts, creating Kapu, Brahmavara and Hebri. The district now has seven taluks. That change is seven years old, which is younger than a school certificate, younger than most degrees and far younger than any land record.
So if you live in Kapu, Brahmavara or Hebri, your older papers say Udupi taluk. If you live in Byndoor, they say Kundapur taluk. Neither is a mistake and neither needs fixing at any office. It needs one line in the affidavit naming the taluk as your document names it, with the year, so that the person reading it can see why the newer papers say something else.
Even the Meaning of Udupi Is Told More Than One Way
One account splits the name into udu, meaning star in Sanskrit, and pa, meaning leader, so the lord of the stars, which is the moon. Another says simply that Udupa means moon. A third says the name comes from Udupa in the sense of the one who carries the moon on his head, which is Shiva rather than the moon itself, and links it to the ancient Chandramouleshwara temple here. So the name is either the moon, or the god who wears the moon, depending on which published account you are holding.
We are not going to settle that here, and neither has anybody else. The point is smaller and more useful. A name can carry more than one accepted explanation for centuries without anybody calling it an error, and the same is true of the way your name is written across your own documents. What it needs is an affidavit that names each version honestly, on the paper it appears on.
Not Every Case in Udupi Needs a Gazette
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969. You apply to that Registrar with the supporting documents. No Gazette and no newspaper advertisement are involved. An SSLC or PUC marks card is corrected by the board that issued it. Caste, income and residence certificates are corrected by the issuing authority.
A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across enough records that fixing them one at a time costs more than publishing once.
