This State Has Already Done Exactly What You Are About To Do
Most people arrive here feeling that changing a name is an odd thing to want. In Karnataka it is not, and the proof is the name of the state on your own address. The state was formed as Mysore State on 1 November 1956. On 27 July 1972 the Legislative Assembly passed a resolution to rename it, the Legislative Council followed on 5 August 1972, and the Government forwarded the resolution to the Centre that August. Parliament then passed the Mysore State (Alteration of Name) Act, 1973, and its section 3 reads that from the appointed day the State of Mysore shall be known as the State of Karnataka. The appointed day was 1 November 1973.
Look at the shape of that. A declaration of the old name and the new one, a formal record of the reason, a published instrument, and then the updating of every document that carried the old name. Sections 4 and 5 of the same Act amended Article 168 and the First and Fourth Schedules of the Constitution of India, because the old name was written there too. Your file is smaller. Twelve Karnataka Cities Were Renamed, and It Took a Gazette Notification
In 2014 the Union Home Ministry cleared the renaming of twelve cities and towns in this state, eight years after the Karnataka government first proposed it. Bangalore became Bengaluru, Belgaum became Belagavi, Mysore became Mysuru, Mangalore became Mangaluru, Hubli became Hubballi, and so on. The Home Ministry then asked the state government to issue the required gazette notification, spelling each name in Devanagari, in Roman script and in the regional language.
Two things in that are worth carrying into your own case. The first is that even at the level of a state renaming its cities, the instrument that made it official was a gazette notification. The second is the eight year wait, and what it left behind. Millions of documents in this state carry Bangalore and millions carry Bengaluru, and both are correct for when they were issued. A degree certificate from 2010 says Bangalore. That is not an error and no office should be treating it as one.

There Is No Central Gazette Office in Bengaluru
We read what already ranks before we write, and three things here are worth naming. Ezylegal's page on the Gazette office in Bangalore says that name change notifications are handled by the Central Gazette Office, a Bengaluru government agency. There is no such thing. The Central Gazette is published by the Department of Publication at Civil Lines, Delhi. The Bengaluru office is the Karnataka state department, which is a different body publishing a different gazette. Confusing the two is how people end up sending a file to the wrong place.
Changeofname.in states that it is impossible to change your name legally in India without publishing it in the Karnataka State Gazette. The Central Gazette of India is a separate national route and is accepted for Karnataka residents, so that is simply not so. The same site gives the state office on Mysore Road on one page and at Peenya on another, and elsewhere tells you to file at the office of the Deputy Commissioner in your district. Applynamechange.in says only offline application is allowed, on a state whose own department publishes its e-Gazette daily.
Not Every Case in Karnataka Needs a Gazette
Many agents sell a Gazette for every case. In Karnataka the easy pitches are pointing at Bangalore on a certificate issued before 2014, pointing at Mysore State on anything from before November 1973, or pointing at a Kannada spelling written one way in a school register and another way in an English database and calling it a defect. None of those is a defect. All were correct when written.
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the local body where the birth was registered, under section 15 of the Registration of Births and Deaths Act, 1969. It does not need a Gazette at all. Caste, income and residence certificates are corrected by the issuing authority. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records. Why a Karnataka Name Reaches English Records in More Than One Spelling
Kannada is the state language, but it is not the only language a name here passes through. Tulu is spoken across Dakshina Kannada and southern Udupi, Konkani along the coast, Kodava in Kodagu, and Urdu in many households across the north. A name spoken in one of those, written into a school register in the Kannada script, and typed years later into an English database can arrive in two or three forms that are all defensible.
The commonest patterns we see are the long and short vowel, Suresh against Sureshu, the doubled consonant, Rajanna against Rajana, the expanded or contracted initial, where a father's name or a village name is carried as a single letter on one paper and written out in full on another, and the ordering of that initial before or after the given name. None of these is a mistake. Each is a decision somebody made once, at a counter, without knowing it would follow you for forty years.
