Daman Is Next Door, and Daman Is Not Gujarat
The district court's own history page notes that Valsad uniquely borders both the State of Maharashtra and a Union Territory. That Union Territory is Daman, and the coastal Daman enclave is surrounded by Valsad district on the north, the east and the south. People here work in Daman, own property there, marry into families there and send children to school there, and the boundary is barely visible on the ground.
On paper it is a hard line. Daman was Portuguese territory until 1961, and since then it has been a Union Territory administered from outside Gujarat. Its own name has changed three times, from Goa, Daman and Diu, to Daman and Diu in 1987, and since 26 January 2020 to Dadra and Nagar Haveli and Daman and Diu. So a Daman birth certificate, school record or property paper names whichever authority existed at the time, and no office in Gujarat has power to amend any of it. A Gujarat Gazette does not reach across that line either. The Central Gazette does, because it is accepted by every state and every Union Territory.

Navsari Was This District's Headquarters Before Valsad Was
Valsad was a sub-division of Surat district when Gujarat was formed in 1960. On 1 June 1966 Surat district was bifurcated and Valsad district came into existence, taking in Valsad, Dharampur, Pardi, Umargam, Navsari, Vansda, Chikhli and Gandevi. But the headquarters of the new district was Navsari, not Valsad. That arrangement lasted three decades. On 2 October 1997 Navsari district was carved out, Navsari left with it, and only then did Valsad become the headquarters of its own district.
This produces a very particular kind of paper. A certificate issued between 1966 and 1997 for a village that sits in Valsad district today can name Navsari as the district office, and something older still will name Surat. All three are correct for their own period and none is an error. The affidavit has to name each document, the office that issued it, the year, and state that the village has not moved. Even Your Taluka May Have Changed Twice Since 1997
Most districts settle down after a reorganisation. This one kept moving. Kaparada was separated from Dharampur taluka on 15 October 1997, less than two weeks after the district itself was split. Then on 9 September 2013 Vapi was separated from Pardi taluka. So the district now has six talukas, Valsad, Vapi, Pardi, Umargam, Kaparada and Dharampur, and two of those did not exist under those names within living memory.
A taluka name is not decoration on a document. Caste, income, residence and land records are issued at the taluka or Mamlatdar office, and the taluka is written on the certificate. So a person from a Vapi village has papers saying Pardi taluka before 2013 and Vapi taluka after, and a person near Kaparada has papers saying Dharampur before October 1997. The affidavit has to record the taluka exactly as printed on each document with its year, and state that the village is the same throughout. Most drafts only handle the district and miss this entirely.
Not Every Case in Valsad Needs a Gazette
Many agents sell a Gazette for every case. That is not honest. A taluka that changed in 2013, a district office named Navsari on a 1980s certificate, or a paper saying Bulsar is not a name change problem. Those need a properly worded affidavit, not a notification. And a Gazette cannot amend a Daman document either. What it does is publish your identity so both sides can be matched, while the Daman record itself is corrected only by the Union Territory administration through its own process.
A name error in a birth certificate registered in Gujarat is corrected by the Registrar through the Valsad Nagar Palika, or the nagarpalika or gram panchayat where the birth was registered. Caste, income and residence certificates are corrected by the issuing authority at the taluka or Mamlatdar office, and land record entries through the revenue side and the talati. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across records from more than one jurisdiction.
