Name Change Agent in Bhiwani

The Board of School Education Haryana has its headquarters at Adhyapak Bhawan on Hansi Road in Bhiwani. It came into existence in 1969 under Haryana Act No. 11 of 1969, conducted its first matriculation examination in 1970, and moved here from Chandigarh in January 1981. Every matric and senior secondary certificate issued by the state board, for a student anywhere in Haryana, belongs to that office. So a name correction in a Haryana school certificate is a Bhiwani matter whether the school was in Gurugram, Sirsa or Panchkula.

The year on your certificate decides more than people realise. If it is from before 1970, it was not issued by this board at all, because the board's first examination was that year and Haryana students sat Punjab examinations before it. Such a certificate is corrected by a Punjab authority, and no amount of applying at Bhiwani will move it. Certificates from between 1969 and January 1981 came from a board headquartered at Chandigarh rather than here. The 10+2 pattern began in 1987, so a senior secondary certificate cannot predate that, and the Haryana Open School stream started in 1994 and is a separate record again.

Ask a passport office, an employer or a university what proves your name and date of birth and you will usually be pointed at the matriculation certificate. It is treated as the anchor document because it was created when you were fourteen or fifteen, long before you had any reason to alter anything. Everything issued afterwards is checked against it rather than the other way round. That is exactly why a name difference on it causes so much trouble, and why fixing it is worth doing properly.

It also sets the order of work. Publish the Gazette first, then apply to the board with the full set, then update Aadhaar, PAN, bank and the rest. Almost everyone does it backwards, updating Aadhaar because it is easy and discovering later that the board wanted a Gazette they never published. And note the difference between two situations that look alike. If the board printed your name wrongly at the time, that is a correction request supported by school records. If your name has genuinely changed since, through marriage, divorce or choice, that is a Gazette matter first and a board application second. Only one of those needs us.

Bhiwani district was carved out of Hisar district in 1972, and in 2016 Charkhi Dadri was carved out of Bhiwani in turn. So depending on the year and the village, a family here can hold papers naming Hisar, Bhiwani or Charkhi Dadri, all correct for their own period. The Charkhi Dadri change is recent enough that most adults from that side have every document naming Bhiwani and only the newest ones naming Charkhi Dadri.

This sits on top of the school board layers, which is where files from this belt get complicated. A person from the Dadri side can hold a matric certificate naming Bhiwani district, a caste certificate naming Charkhi Dadri, and an old family paper naming Hisar. The affidavit records each document, its authority, the year and the district exactly as printed, then states that the village and the person are unchanged.
