Hisar is called the Education City for a reason. Three state universities sit here, Chaudhary Charan Singh Haryana Agricultural University, which is among the largest agricultural universities in Asia, Guru Jambheshwar University of Science and Technology, established in 1995, and Lala Lajpat Rai University of Veterinary and Animal Sciences, established in 2010. That means an enormous number of degrees in circulation, and degrees behave differently from every other document you own.

A degree records your name as it stood when you enrolled and sat your examinations. It is not a live record that updates. So when a name changes after graduation, through marriage, divorce or personal choice, the degree does not quietly follow. A university will not simply reprint it because you ask. Every one of them wants a published Gazette notification, the affidavit and the newspaper cuttings before it will act, and each has its own examination or records branch with its own rules. Three universities in one city means three different procedures, and the one that matters is the procedure of the university that actually issued your degree. Not the nearest one, not the one a relative studied at.

The district court records that the word Hisar, also spelt Hissar, is a Persian word meaning fort. Both spellings have been in official use, and older certificates, degrees and service records very often say Hissar with a double S while a current Aadhaar says Hisar. Neither is wrong. The city was founded in 1354 as Hisar-e-Firoza, the fort of Firoz, by Firoz Shah Tughlaq, and the district administration notes that during the reign of Akbar the Firoza was dropped and it became simply Hisar.

This matters most on education documents, because a degree printed in the 1980s or 1990s may carry Hissar in the address or the institution name while everything else you hold says Hisar. A verifier who does not know the history reads that as an inconsistency. The affidavit should record each spelling as printed, name the document and the year, and state that both refer to the same place. It costs nothing to include and it removes a question before anyone asks it.

Almost everyone does this in the wrong order. They update Aadhaar first because it is easy, then discover the university wants a Gazette they have not published, and by then the newspaper notice is months old and the affidavit date no longer sits comfortably next to it. The workable order is the opposite. Publish the Gazette, then apply to the university or board with the full set, then update Aadhaar, PAN, bank and the rest.

There is one more reason to put the education record early. Universities are slow, and they are slowest in the months around examinations and convocation. A record correction submitted in a quiet month moves faster than the same file submitted in the middle of a results season.
