The district administration states it exactly. Bokaro was created on 1 April 1991 by taking out the Chas and Chandankiyari community development blocks of Dhanbad district and the entire Bermo sub division of Giridih district, and merging them into a new district. That is not one district being split. It is two pieces of two different districts being joined, and each piece arrived carrying its own history.

Follow each one back and you get two separate chains. The Chas and Chandankiyari side came through Dhanbad, and Dhanbad itself was created on 24 October 1956 on the recommendation of the States Reorganisation Commission, out of the old Dhanbad sub division together with the Chas and Chandankiyari police station areas of the Sadar sub division of Manbhum district. The Bermo side came through Giridih, and Giridih including Bermo sub division was carved out of Hazaribagh district in 1972. So a family at Chas has old papers naming Manbhum, and a family at Bermo has old papers naming Hazaribagh, and before 1991 the two were never in the same district at all.

This is the first thing we ask, and it decides everything else: are you from the Chas side, meaning Chas, Chandankiyari or Bokaro Steel City, or from the Bermo side, meaning Bermo, Tenughat, Phusro, Petarwar, Kasmar or Nawadih. Your older papers should read completely differently depending on the answer, and an agent who does not ask will name the wrong parent district in your affidavit.

Why we spell this out: at least one page ranking for a name change in Bokaro tells readers the announcement should be published in all major national newspapers. That is not the requirement and following it would cost you many times what the whole process is worth. Two budget dailies cost about Rs 1,000 to Rs 1,500 together. Premium national titles cost Rs 2,500 to Rs 5,000, and you need one Hindi and one English, not a page in each.

How the Fee Is Actually Paid Now

This is where most pages about Bokaro are years out of date. The Department of Publication's own guidelines for change of name state that the fee has to be submitted through the Non-Tax Receipt Portal only, at bharatkosh.gov.in, with effect from 1 October 2018 under a departmental order, and that payment directly through NEFT or RTGS was stopped from 18 March 2019. You pay online, print the receipt, and attach that receipt to your application. One widely visible page still tells Bokaro residents to make a cash payment at a cash counter, and another sends them to a Commissionerate of Stationery and Printing or to the district collector's office. Neither of those is where an individual name change for the Gazette of India goes.

The fee, and a caveat we will not skip: the commonly quoted figures are Rs 1,100 for an adult and Rs 1,700 for a minor, but the Department of Publication publishes revisions to its rates, so check the current amount on deptpub.gov.in or on Bharatkosh before you pay. Publication usually takes 4 to 6 weeks after a complete file reaches the department, and the e-Gazette copy carries the same legal weight as the printed one.
The Government's Own Warning About Old Paper

Here the Oldest Records Are Barely a Hundred Years Old

The district administration is unusually frank about its own history. It records that the early history of most of this area is difficult to trace, because present day Bokaro formed only a small part of Manbhum, and that the sources available are the Settlement Report for Manbhum of 1928 and the District Gazetteer for Dhanbad of 1964. It then quotes the Settlement Report directly. No rock inscription, no copper plates and no old coins were discovered during the survey and settlement operations, and the oldest authentic documents produced were all on paper and barely a hundred years old.

That is worth reading twice if you are chasing an old family record. In some districts we tell people to send the oldest paper in the house because it usually anchors the sequence. Here the honest position is different. If your family cannot find anything older than roughly a century, that is normal for this area and not a sign that something was lost or destroyed. We work with what exists, name it accurately, and do not send you hunting for a document that the settlement officers themselves could not find.

What we ask for instead: the earliest paper you actually have, whatever it is, plus the block name. A 1970s school record or a Dhanbad era land entry does the job perfectly well. The point is to date the sequence, not to reach back further than the record itself goes.

This district is bounded on the east and south by West Bengal, its two halves came from two different districts, and a very large share of the working population is employed by central undertakings whose records sit outside the state. The Sub Division on Your Paper May Have Changed Its Name

There is a naming detail here that catches people, and the district administration records it plainly. When Dhanbad district was created in 1956 it consisted of two sub divisions, Dhanbad Sadar and Baghmara. On 1 April 1991 the Baghmara sub division, known as Chas sub division, became part of Bokaro district. So the same sub division appears under two names in different records, and a paper naming Baghmara is describing what is now the Chas side of Bokaro.

Today the district runs as two sub divisions. Chas, with its headquarters at Chas, and Bermo, with its headquarters at Tenughat. Bokaro Steel City is the district headquarters. If your paper names a sub division rather than a district, or names Baghmara where you expected Chas, that is the structure it is describing and it is correct for its time.

Send the exact word on the seal: Baghmara, Chas, Bermo, Tenughat, Dhanbad Sadar, Giridih or Hazaribagh. Each one places your paper in a specific period, and naming it with its year in the affidavit is what stops a verifier in another state treating two of your documents as belonging to two different people.

Not Every Case in Bokaro Needs a Gazette

Many agents sell a Gazette for every case, and this district gives them four easy openings. Pointing at Manbhum on an old Chas side paper. Pointing at Hazaribagh on an old Bermo side paper. Pointing at Dhanbad or Giridih on anything before 1991. Pointing at Bihar on anything before 2000. All four were correct when issued. Those need an affidavit that names them with dates, not a notification, and no Gazette will alter what an earlier authority properly recorded.

A name error in a birth certificate is corrected by the Registrar at the local body where the birth was registered, which for the Chas side may be an office that then sat under Dhanbad. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. Land record entries go through the revenue side. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
