Name Change Agent in Chamba

The district administration's own history says something you will not find for any other district in this state. After Raja Sahil Varman unified the territory around 920 AD, the rulers divided Chamba into five zones called Mandlas for easier administration. Those Mandlas were later renamed Wizarats. And then comes the line that matters. This five fold division of the Chamba region continues to this day, and the Wizarats are now called Tehsils. The five are Bharmour, Chamba, Bhattiyat, Churah and Pangi.

Everywhere else we work, the problem is that the units themselves keep moving. A tehsil is promoted to a district, a district is trifurcated, a sub tehsil is carved out. Here the unit has stayed put for roughly eleven hundred years and only its label has changed, three times over. So a paper that names Wizarat Churah is describing the same ground as Churah tehsil today. Nothing was merged, nothing was split, nothing is missing. The only thing that can go wrong is a clerk in another state seeing a word they have never met and treating the document as suspect. That is a translation problem, not a records problem, and an affidavit fixes it in one sentence.

Most of this district joined Himachal Pradesh on 15 April 1948, when the princely state of Chamba merged along with Mandi, Suket, Sirmaur and the Shimla hill states to form the original Himachal Pradesh. Dalhousie and Bakloh did not. They came in on 1 November 1966, transferred from Gurdaspur district of Punjab under the Punjab Reorganisation Act, and were merged into Chamba. So within one district there are two different correct answers for the same period.

Put it in terms of a document. A school certificate issued in Chamba town in 1960 names Himachal Pradesh, because it had been Himachal for twelve years by then. A certificate issued at Dalhousie in the same year names Gurdaspur district in Punjab, because that is what it was. Both are perfectly correct. Two cousins from the same family, one living in Chamba and one in Dalhousie, can hold papers from the same decade that name two different states, and a verifier who assumes a whole district shares one history will stop at that. It is a difference of eighteen years and about fifty kilometres.

The kingdom began at Brahmpura, the place now called Bharmour, from around the sixth century. In about 920 AD Raja Sahil Varman conquered the lower Ravi valley, subdued the local Ranas and Thakurs who had been fighting one another, and moved the capital to a plateau above the meeting of the Ravi and the Sal. He named the new town after his daughter Champavati, and over time Champavati became Chamba. The same line is recorded as having produced sixty seven Rajas until the state acceded to India, which is an unusually long unbroken succession.

Something follows from that for anyone handling old paper here. Because this valley was hard to reach and rarely overrun, its records survived where records elsewhere did not, including land grants inscribed on copper plates that are more than a thousand years old. We are not suggesting your family's land record is on a copper plate, and no ordinary file needs anything of the kind. The point is narrower and more useful. In this district an old document naming an unfamiliar place, unit or ruler is far more likely to be genuine and simply old than to be an error, and it deserves to be read carefully rather than corrected away.

And yet the district does not share one history, because Dalhousie and Bakloh were in Gurdaspur district of Punjab until 1966 while the rest had been Himachal since 1948. A generic online form asks about neither, and an agent working from a template will read Wizarat and call it a mistake, or read Gurdaspur on a Dalhousie paper and correct it.
