The district administration records that Kangra was the largest district of the composite Punjab by area right up to the day it was transferred to Himachal Pradesh on 1 November 1966.
So the words Kangra district on an old certificate narrow things down very little. The holder could be from Dharamshala, or from Hamirpur, or from a village in Kullu, or from Keylong up in Lahaul and Spiti, hundreds of kilometres apart across some of the hardest terrain in the country. A verifier outside Himachal reads Kangra and assumes it means the place called Kangra. An office inside Himachal may ask why a Kullu family holds Kangra papers. Neither reaction is unreasonable and neither is a sign that anything is wrong with the document.

Two of the Old Tehsils Are Districts Today
Before the merger with Himachal Pradesh in 1966, Kangra district as part of Punjab had six tehsils. They were Nurpur, Kangra, Palampur, Dehragopipur, Hamirpur and Una. Read that list again. Hamirpur and Una are districts of Himachal Pradesh today. On 1 September 1972 the Government of Himachal Pradesh trifurcated the then expansive Kangra district, and the two tehsils of Hamirpur and Una were carved out as separate districts. The present Kangra district, with the boundaries it has now, dates from that reorganisation.
So an older certificate from that side quite correctly reads something like Hamirpur tehsil, Kangra district. Today Hamirpur is not a tehsil of anything, it is a district in its own right, and Kangra is a different district some distance away. A clerk who has only ever known the current map sees a district name inside a district name and treats it as an error. It is not an error. It is a tehsil that was promoted, and the paper records what was true when it was issued. The same applies to Una.

The District Office Has Been at Dharamshala Since 1855
When the district was created in 1846 its headquarters were at Kangra town. In 1855 they were shifted to Dharamshala, where a cantonment had been established a few years earlier, and Kangra town became a sub divisional headquarters instead. That arrangement has held ever since. So the district is called Kangra, the district offices are at Dharamshala, and Kangra is a town inside the district rather than the seat of it. People searching for a Kangra district office and expecting to find it in Kangra town are looking in the wrong place by about eighteen kilometres.
There is one more date worth knowing when you look at very old papers from here. On 4 April 1905 a severe earthquake struck this area, with heavy loss of life and widespread destruction in Kangra town, including the fort. We are not going to tell you that your family's records were destroyed in it, because we have no way of knowing that and neither does anyone quoting it at you. What we will say is that papers from this valley from the early twentieth century are often thin, sometimes reissued later, and worth photographing carefully before anyone starts drafting.
Not Every Case in Kangra Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is an old district or tehsil that was never wrong. A paper naming Punjab, or naming Hamirpur or Una as a tehsil of Kangra, or naming Kangra for a village that sits in Kullu today, is not a name change problem. Those need an affidavit that sets out the sequence with dates, not a notification, and no Gazette will alter what an earlier authority correctly wrote.
Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records.
