Quick Answer

To change your name legally in Una, you follow three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. Una was a tehsil of Hoshiarpur district in Punjab until 1966, so older papers here can name Punjab and can be written in Gurmukhi.

Where Most Spelling Differences Actually Begin

Your Older Papers May Be In a Different Script

Una is a border district in more than one sense. Punjabi is spoken across the plains of the Ghanari, Haroli and Una tehsils and in parts of Amb, while Pahari is spoken in Bangana and in the Chintpurni side of Amb. This is not just a matter of conversation. Until 1 November 1966 this was a tehsil of Hoshiarpur district in Punjab, and records written in that period can be in Gurmukhi rather than Devanagari. Later documents for the same family are in Devanagari or in English.

That is where a very large share of name differences in this district are born, and almost nobody explains it. A name written in one script and then transliterated into another does not come out the same way twice. Gurmukhi and Devanagari do not map letter for letter, and the person doing the transliteration was usually a clerk working at speed. So one paper says Gurmail, another Gurmel. One says Kaur, another Kour. One says Chand, another Chandd. Nobody made a mistake in the sense of being careless. Two writing systems simply produced two spellings of the same sound, and every later document copied whichever one it started from.

Send photographs, not typed text: this is the one district where we ask for a picture of the actual paper rather than you typing out what it says. If the original is in Gurmukhi we need to see the letters themselves, because how it was transliterated the first time decides how the affidavit has to word the sequence.
Central Gazette

The Central Gazette Process for a Name Change in Una

This is the route accepted everywhere in India and abroad. Here is each step.

Prepare and Notarise the Affidavit

A sworn declaration on non-judicial stamp paper, signed with two witnesses and attested by a Notary Public or First Class Magistrate in Una, Amb, Bangana or Haroli.

Publish in Hindi and English Newspapers

One Hindi daily and one English daily, carrying the same old name, new name, address and affidavit date.

File With the Department of Publication

The complete file goes by post to the Controller of Publications, Civil Lines, Delhi, and your notice appears in Part IV of the Gazette of India.

Step 1 in Detail

What Your Name Change Affidavit Must Contain

Your old name exactly as printed on your existing documents
Your new name, spelt exactly as you want it recorded forever
Every spelling that appears anywhere, including the Gurmukhi form
Your village and tehsil exactly as printed on your proof
A declaration that both names belong to the same person
Your signature, two witness signatures, and the notary stamp with date
Decide the initials once, not later: inconsistent initials are the most common reason a file is returned. Choose between G. S. Rana, G S Rana or the full expanded form, fix the spacing and the surname spelling, and keep it identical everywhere. Our name change affidavit page sets out the full wording.
Step 2 in Detail

The Hindi and English Newspaper Rules

Two papers are needed, one Hindi and one English, not just one
The notice must repeat the same old name, new name and address as the affidavit
It must mention the date on which the affidavit was made
The advertisement usually appears in the classified section
Keep the original dated cuttings showing the paper name
Even one letter spelt differently can get your whole file returned
Cost of this step: two budget dailies cost about Rs 1,000 to Rs 1,500 together, while premium national papers can cost Rs 2,500 to Rs 5,000. Jalandhar and Chandigarh editions reach Una every morning, so a notice is easy to place from any tehsil.
Step 3 in Detail

What Goes Into Your Gazette File

The signed Gazette application form in the prescribed proforma
The original notarised affidavit
Original cuttings of both newspaper advertisements
A request letter addressed to the publishing authority
Identity proof, two photographs and the soft copy of the notice
The fee receipt, paid in the applicant's own name
Government fee and time: Rs 1,100 for an adult and Rs 1,700 for a minor, paid to the Controller of Publications in Delhi. Publication usually takes 4 to 6 weeks after a complete file reaches the department, and the e-Gazette copy carries the same legal weight as the printed one.
A Reported Case Worth Knowing About

When the Old Record Was Never Transferred

Una came into Himachal Pradesh on 1 November 1966, and in most respects the transfer of records went through. There is one reported case that shows what happens when it does not. The Tribune has reported on Lal Singhi village, about a kilometre from the Una district headquarters, whose revenue papers still showed the village as being in Hoshiarpur district of Punjab. According to that reporting the original village record was lost when Una was merged into Himachal, and because of it residents faced real difficulty selling land, having it divided between families or getting it demarcated. Revenue teams were sent to Hoshiarpur to try to trace the old record.

That reporting is several years old and we have no way of telling you from here whether it has since been resolved, so please do not take it as the current position. We include it because it makes a point that applies to any file from this district. A record naming Punjab is normally just history and nothing to worry about. But if your own revenue paper still places you in Hoshiarpur district today, that is not history, it is a live record problem, and it is fixed at the revenue office and not by a Gazette notification. Those are two different situations that look identical on a photograph, and telling them apart before you spend money is the whole job.

How to tell which one you have: look at the year on the paper. A pre 1966 document naming Hoshiarpur or Punjab is correct for its time and needs only to be explained in the affidavit. A recent farad or jamabandi still naming Hoshiarpur is a current revenue record issue, and we will tell you to take that to the Tehsildar rather than sell you a notification that would not touch it.
Compare the Two Routes

State Gazette or Central Gazette in Una?

Here is the honest position, based on what the official portal actually states.

PointHimachal Pradesh GazetteCentral Gazette of India
OfficeController, Printing and Stationery Department, Government Press, ShimlaDepartment of Publication, Civil Lines, Delhi
Distance from UnaAbout 180 kilometres of hill road to ShimlaAbout 380 kilometres, but filed by post
How it is publishedOnline only, per the state Gazette portalPart IV, in print and as an e-Gazette
Who submits notificationsThe portal states that notifications are submitted by DepartmentsAn individual applicant files their own name change notice
Papers naming Hoshiarpur or PunjabEffective only within HimachalOne published proof accepted in Punjab and every other state
Land or family records across the borderCarries little weight in Punjab officesAccepted in Hoshiarpur and Rupnagar without argument
Passport and going abroadUsually not accepted for visa and attestationThe proof passport offices and embassies look for
Government feeAs set by the state for its own headsRs 1,100 adult, Rs 1,700 minor, paid in Delhi
Our honest advice for Una: take the Central Gazette. This district borders both Hoshiarpur and Rupnagar districts of Punjab, families here routinely hold land, bank accounts and relatives on both sides of that line, and many older papers already name Punjab. A notification that stops at the Himachal boundary is the wrong instrument for a family whose paperwork does not. The state level picture is on our Himachal Pradesh guide and the full comparison is in our name change agent in India guide.
Three Different Districts, Same Family

Hoshiarpur, Then Kangra, Then Una

Una was a tehsil of Hoshiarpur district in Punjab until the Punjab Reorganisation Act took effect on 1 November 1966. On that date it came into Himachal Pradesh, and it became part of Kangra district. It stayed a tehsil of Kangra until 1 September 1972, when the districts of the state were reorganised, Kangra was trifurcated, and Una became a district in its own right. Three district names in six years, for people who never went anywhere.

So a family here can hold a school certificate naming Hoshiarpur district in Punjab, a land paper or a service record naming Kangra district in Himachal Pradesh, and an Aadhaar card naming Una district. All three are correct for their own moment, and none needs correcting. What they need is an affidavit that names each one with the year on that document, so a verifier reads a sequence rather than three unrelated places. Una is one of the smaller districts in the state at about 1,540 square kilometres, though not the smallest, which is Hamirpur at about 1,118 square kilometres followed by Bilaspur at about 1,167. Size is worth mentioning only because people assume a small district must have a simple history.

The Kangra middle step is the one people forget: almost everyone knows about Punjab before 1966 and about Una today, and then a certificate turns up naming Kangra and nobody can place it. Our Kangra guide covers the 1972 trifurcation from the other side, when Hamirpur and Una were carved out.
Save Your Money

Not Every Case in Una Needs a Gazette

Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is a transliteration difference or an old district that was never wrong. A paper naming Hoshiarpur, Punjab or Kangra is not a name change problem. A spelling that differs because a Gurmukhi original was written into Devanagari by different hands is not a name change either. Those need an affidavit that sets out each form with its year, not a notification.

A name error in a birth certificate is corrected by the Registrar through the municipal council, nagar panchayat or gram panchayat where the birth was registered, so Una, Mehatpur Basdehra, Santokhgarh, Gagret, Amb, Daulatpur and Bangana each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records. Our name spelling correction page explains the difference.

Your Complete Name Change Journey in Una, Handled by NameChangeAgent

Most people think the Gazette is the finish line. It is the middle. Here is the whole journey.

NameChangeAgent is a platform built for exactly this one job, done properly, in your own tehsil. We are based in Delhi and we work with families across Una district entirely online, from Una town and Mehatpur out to Haroli, Santokhgarh, Gagret, Amb, Daulatpur, Bangana and Chintpurni. You send photographs of what you have on WhatsApp. We read them, tell you honestly which route your case needs, and then carry it through.

What makes a Una file different is that this is a two script district on a state border. Papers from before 1966 can be in Gurmukhi and name Hoshiarpur district in Punjab. Papers from 1966 to 1972 name Kangra. Papers after that name Una. A large share of the spelling differences we see here were never errors at all, they were transliterations. And a record that still places a family in Punjab today is a different problem from a record that named Punjab in 1960, even though both look the same in a photograph. A generic online form asks about none of that. We ask before a single word is drafted, because a file worded correctly the first time does not come back.

Hindi and English Notices Placed

Gazette Filed and Followed Up

The complete file goes to the Department of Publication in Delhi by post, and we track it through to publication rather than leaving you to chase it.

Name Change in Una, Frequently Asked Questions

Clear answers to the questions we hear most often.

How do I change my name legally in Una?
In three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. We handle all three for you, fully online.
My old certificate says Hoshiarpur district, Punjab. Is it valid?
Yes. Una was a tehsil of Hoshiarpur district in Punjab until the Punjab Reorganisation Act took effect on 1 November 1966. Anything issued before that correctly names Hoshiarpur and Punjab.
Why does one of my papers say Kangra district?
Because after the 1966 transfer Una became part of Kangra district in Himachal Pradesh, and stayed a tehsil of Kangra until 1 September 1972, when the state's districts were reorganised and Una became a district of its own.
My name is spelt differently on two documents. Which one is wrong?
Often neither. Punjabi is spoken across the plains here and pre 1966 records can be in Gurmukhi. When a Gurmukhi name is written into Devanagari or English, different hands produce different spellings of the same sound, and each later document copies whichever form it started from.
What should I send you if my old paper is in Gurmukhi?
A clear photograph of the paper itself rather than typing out what it says. We need to see the letters, because the way it was transliterated the first time decides how the affidavit should word the sequence.
My revenue paper still shows my village in Hoshiarpur district today. What do I do?
That is a live revenue record problem and not a name change matter, so a Gazette will not fix it. Take it to the Tehsildar. The Tribune has reported such a case at Lal Singhi village near Una, where the original village record was reportedly lost at the time of the merger.
Which tehsils are in Una district?
Una, Haroli, Amb, Bangana and Ghanari. The district covers about 1,540 square kilometres and borders the Hoshiarpur and Rupnagar districts of Punjab. It is one of the smaller districts of the state, though Hamirpur at about 1,118 square kilometres and Bilaspur at about 1,167 are smaller still.
Should I take the state Gazette or the Central Gazette?
The Central Gazette. This district sits on the Punjab border, many families hold land and accounts on both sides, and older papers already name Punjab. The state Gazette portal also states that the Himachal Pradesh Gazette is published online only and that notifications are submitted by Departments.
How much does a name change cost in Una?
The Central Gazette Government fee is Rs 1,100 for an adult and Rs 1,700 for a minor, paid to the Delhi office. Newspaper and affidavit charges are extra. Our complete service starts at Rs 3,999.
Will the Gazette update my Aadhaar and PAN automatically?
No. The Gazette is the proof of the change. You then apply to each authority separately, and each has its own process. We guide you through Aadhaar, PAN, passport, provident fund, bank and property records after publication.
