Later documents for the same family are in Devanagari or in English.
That is where a very large share of name differences in this district are born, and almost nobody explains it. A name written in one script and then transliterated into another does not come out the same way twice. Gurmukhi and Devanagari do not map letter for letter, and the person doing the transliteration was usually a clerk working at speed. So one paper says Gurmail, another Gurmel. One says Kaur, another Kour. One says Chand, another Chandd. Nobody made a mistake in the sense of being careless. Two writing systems simply produced two spellings of the same sound, and every later document copied whichever one it started from.

Una came into Himachal Pradesh on 1 November 1966, and in most respects the transfer of records went through. There is one reported case that shows what happens when it does not. The Tribune has reported on Lal Singhi village, about a kilometre from the Una district headquarters, whose revenue papers still showed the village as being in Hoshiarpur district of Punjab. According to that reporting the original village record was lost when Una was merged into Himachal, and because of it residents faced real difficulty selling land, having it divided between families or getting it demarcated. Revenue teams were sent to Hoshiarpur to try to trace the old record.
That reporting is several years old and we have no way of telling you from here whether it has since been resolved, so please do not take it as the current position. We include it because it makes a point that applies to any file from this district. A record naming Punjab is normally just history and nothing to worry about. But if your own revenue paper still places you in Hoshiarpur district today, that is not history, it is a live record problem, and it is fixed at the revenue office and not by a Gazette notification. Those are two different situations that look identical on a photograph, and telling them apart before you spend money is the whole job.

Hoshiarpur, Then Kangra, Then Una
Una was a tehsil of Hoshiarpur district in Punjab until the Punjab Reorganisation Act took effect on 1 November 1966. On that date it came into Himachal Pradesh, and it became part of Kangra district. It stayed a tehsil of Kangra until 1 September 1972, when the districts of the state were reorganised, Kangra was trifurcated, and Una became a district in its own right. Three district names in six years, for people who never went anywhere.
So a family here can hold a school certificate naming Hoshiarpur district in Punjab, a land paper or a service record naming Kangra district in Himachal Pradesh, and an Aadhaar card naming Una district. All three are correct for their own moment, and none needs correcting. What they need is an affidavit that names each one with the year on that document, so a verifier reads a sequence rather than three unrelated places. Una is one of the smaller districts in the state at about 1,540 square kilometres, though not the smallest, which is Hamirpur at about 1,118 square kilometres followed by Bilaspur at about 1,167. Size is worth mentioning only because people assume a small district must have a simple history.
Not Every Case in Una Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is a transliteration difference or an old district that was never wrong. A paper naming Hoshiarpur, Punjab or Kangra is not a name change problem. A spelling that differs because a Gurmukhi original was written into Devanagari by different hands is not a name change either. Those need an affidavit that sets out each form with its year, not a notification.
A name error in a birth certificate is corrected by the Registrar through the municipal council, nagar panchayat or gram panchayat where the birth was registered, so Una, Mehatpur Basdehra, Santokhgarh, Gagret, Amb, Daulatpur and Bangana each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari.
