Deoghar itself is a Hindi word, dev for the gods and ghar for home, and the administration notes that the name Deoghar seems to be of recent origin, probably dating from the building of the great temple of Lord Baidyanath.
Look at that third one again. B. Deoghar. The town has an initial. On every page we write we tell people to settle their initials once and keep them identical everywhere, because inconsistent initials are the single most common reason a name change file is returned. In Deoghar that advice sits next to a place whose own government lists it under an abbreviation. If a town of this importance carries four recorded names, nobody should feel careless because a surname reached a school register one way and an Aadhaar another.

Santhal Pargana Was Created in 1855, Not 1885
Here is something worth seeing on a page about names. The Santhal rebellion, the Hul, ran through 1854 and 1855. Martial law was declared in 1855, and in that same year, under Act 37, the British created the district of Santhal Pargana, named after the tribals, carved out of Bhagalpur and Birbhum. George Yule was its first administrator. That date is 1855 and it is well recorded, including on the pages that describe the rebellion itself.
And yet a great many pages about Deoghar, including official ones, state that Santhal Pargana District was created in 1885 after the partition of Bhagalpur and Birbhum. The same page will often describe the 1855 rebellion a paragraph later without noticing the contradiction. Two digits changed places once, somewhere, and thirty years of history moved with them, and the sentence has been copied ever since. Nobody did it on purpose and nobody checked.

Deoghar district was formed on 1 June 1983 by separating the Deoghar sub division from the then Dumka district of Bihar. Before that it was a sub division of the Santhal Pargana district, which had existed since 1855. In 1983, after roughly 128 years, Santhal Pargana was reorganised into four districts under a new Santhal Pargana division with headquarters at Dumka, those being Dumka, Deoghar, Sahibganj and Godda. Later, in 2001, Pakur was carved out of Sahibganj and Jamtara out of Dumka, bringing the division to six districts.
So a paper issued in this town before June 1983 can correctly name Santhal Pargana, or Dumka, or both, with Bihar as the state. After November 2000 the state becomes Jharkhand. None of that is an error and none of it needs correcting at the issuing office. What it needs is an affidavit that names each one as printed, with the year on the document and the reorganisation date beside it, so that a clerk in another city can follow the sequence without guessing.

As a consequence of the Santhal uprising, the British passed the Santhal Parganas Tenancy Act in 1876, which offered protection for tribals against exploitation. That statute and its successors still shape how land is recorded and transferred across this division, and it is the reason revenue paperwork here can look unlike revenue paperwork elsewhere in the country.
