Now look at what the official pages say. The Jharkhand Police district profile for Dumka states that the district of Santhal Pargana was created under India Act 37 of 1955, a full century late. The Deoghar district administration's history page states that Santhal Pargana District was created in 1885. Both are government pages, both are about the same event, and between them they and the correct date give three different years.
Nobody involved was careless in any way that mattered to them. Somebody typed one digit differently, once, and the sentence was then copied by everybody who needed that sentence. The Jharkhand Police page also writes Murshidabad as Mursidabad in the same paragraph. Dumka town lists Hindi, Bengali, Urdu and Santali as its official languages. Santali is written in Ol Chiki, and Bengali and Urdu have their own scripts. That means a single family here can hold documents where the same name has passed through more than one writing system before reaching the Devanagari or English form that a bank or a passport office finally reads. This is ordinary in Dumka and completely invisible to somebody scrutinising your file in another state.
A name that came into a school register from Santali, or a surname recorded once in Bengali script and later in Devanagari, can arrive in two defensible forms. That is a transliteration difference and not a change of name, and it is worth knowing which one you have before you pay for a Gazette notification you may not need. Where it genuinely is a difference between records rather than a change, the fix is often smaller and cheaper.
Dumka Is Now the Sub Capital of Jharkhand
There are two accounts of where the town's name comes from. One suggests that Dumka derives from the Santali word sumk, meaning shunted or small, because under British rule it was a small town compared with Suri and Bhagalpur. Whatever the truth of that, the place it describes no longer exists. Dumka was made an independent district in 1865 after being carved out of Bhagalpur, became the administrative headquarters of Dumka district in 1872, was made divisional headquarters of Santhal Pargana in 1983, and in 2000 was given the status of sub capital of the state of Jharkhand.
We like that as a fact on a page about names. A name is given for a reason that made sense at the time, and then it outlives the reason completely. Nobody proposes renaming Dumka because it stopped being small. Your own name works the same way. You are not obliged to explain why you want it changed beyond what the affidavit requires, and a name you were given as a child does not have to keep describing you.

Santhal Pargana district was carved out of Bhagalpur, Birbhum and Murshidabad territory under British rule, with Dumka as headquarters, and it comprised the Dumka, Deoghar, Sahibganj, Godda, Pakur and Jamtara sub divisions. In 1983 the Deoghar, Sahibganj and Godda sub divisions were given district status and Dumka became the divisional headquarters. After Jharkhand was formed, Dumka district was divided again and the Jamtara sub division was upgraded to a separate district.
So a paper from this area can name Santhal Pargana, or Dumka, or Bihar, depending on when it was issued, and if your family is from the Jamtara side it can name Dumka for an address that is now in another district entirely. None of that is an error. What it needs is an affidavit that names each one as printed, with the year on the document, so that a clerk elsewhere can follow the sequence without guessing.
