The district administration's history page says Gumla was created out of old Ranchi district by a Government of Bihar notification dated 16 May 1983. Its own About District page says the district was carved out on 18 May 1983. And the Gumla civil court's own website says that on 18 May 1984 Gumla district came into existence, inaugurated by the then chief minister of Bihar. Two days apart in one case, a whole year apart in the other, all three on government websites, all about the same event.
The two day gap almost certainly is not an error at all, and it teaches something useful. The notification was dated 16 May and the district came into being on 18 May, because an order and the day it takes effect are two different dates. The year difference between 1983 and 1984 is harder to explain away, and we are not going to try. We follow the district administration and say 1983.

The district administration sets out two legends and, interestingly, does not pick the famous one. It says the most popular account traces the word Gumla to Mundari, relating to the work of rice processing, dhan kutna. The second legend traces it to Gau-mela, a cattle fair, which was held in Gumla town every Tuesday. And then comes the line we like most on that page. In rural areas, Nagpuri and Sadri speakers still call it gomila.
So the name is being said three ways in this district right now, by people who all live here. Not historically. Today. Add that Nagpuri or Sadri, Hindi, Kurukh and Oriya are all spoken here, along with Asuri, and you have a place where a personal name can enter a school register in one language and come out of an Aadhaar record in another, arriving in two defensible forms. That is transliteration, not a change of name, and knowing which one you have decides whether you need a Gazette notification at all.
Your Older Papers Can Name Four Different Districts
The district administration lays out a chain that very few places can match. During British rule Gumla was under Lohardaga district. In 1843 it was brought under Bishunpur province, which was further named Ranchi. After the Kol rising of 1881 and 1882 the South-West non-regulation frontier was created and Lohardaga district came into existence, owning the present Gumla district, and in 1899 the name of the district was changed from Lohardaga to Ranchi. In 1902 Gumla became a sub division under Ranchi district, and it stayed one until 1983.
Read that again slowly and you will see the administrative name over this area went Lohardaga, then Bishunpur, then Ranchi, then Lohardaga, then Ranchi. Four changes, two of them back to a name already used. And there is a small joke in it. Bishunpur was once the name of the whole province. Today Bishunpur is one block of Gumla district. Simdega Left Gumla in 2001, Not 2011
The district administration is clear. Until 30 April 2001 Gumla district consisted of two sub divisions, Gumla and Simdega, and after the creation of Jharkhand a new district of Simdega was carved out of Gumla district on 30 April 2001. Now look at Wikipedia's articles on the blocks of this district. Bishunpur block, Ghaghra block, Palkot block and Gumla block each carry the same sentence saying Simdega district was carved out of Gumla district in 2011. One digit wrong, on four separate pages, all copied from the same source.
We point this out for a reason that has nothing to do with Wikipedia. This is exactly how a wrong spelling of a surname spreads through a family's documents. Somebody writes it once, somebody else copies the entry rather than checking the original, and within a few years four records carry the same mistake and each one appears to confirm the others. By the time anybody notices, the wrong version outnumbers the right one.
