Count that. State, state, state, city, region. Six changes to what can correctly be printed on a document from this address, and not one of them involved anybody moving house. Delhi is where the finished file is posted, by post or courier, and nothing more.
If that claim were true, every name change in India would require a journey to Delhi, which would be an odd way to run a national process and is not what the Department of Publication's guidelines describe. Read any page that tells you otherwise with real caution, because the same page is usually the one telling you to buy a demand draft and book two newspapers.

Government sources set this out plainly. Gulbarga, described on Incredible India and by the city police as Urdu, means roughly a city of flowers and gardens. Kalaburagi is Kannada, and those same government pages explain kal as stone and bur as thorns, giving the land of stones and thorns. Wikipedia gives the shorter reading, kala-buragi meaning stony land. So the same place has two official names, from two languages, meaning close to opposite things, and even the second one is glossed two ways.
Neither was ever a mistake. One came through the Deccan court and its language, the other is the older local word, and the district administration's own history page puts it exactly that way, saying Gulbarga was known as Kalburagi in former days and that the district is now once again known as Kalaburagi. Once again. The 2014 change did not invent a name. It brought back the older one, which is the same thing Bengaluru did and the same thing the state did when it took back Karnataka.
A Government Website Still Calls It Gulbarga District
The Kalaburagi City Police page describing the city records that Gulbarga was renamed Kalaburagi effective 1 November 2014, and then, a little further down the same page, describes the city as the administrative headquarters of Gulbarga district. Elsewhere, published descriptions of the district still list its eastern neighbours as Ranga Reddy and Medak, districts that Telangana reorganised in 2016, while the current listing gives Sangareddy and Vikarabad.
Nobody is at fault. A page gets written once, it is correct that day, and the world moves. That is precisely what happens to your own records, and it is why a Gazette notification is worth having. It does not chase every office. It is one dated, published entry in the Government of India's own record that every office can be pointed at, instead of you arguing the same point in five different queues.
Not Every Case in Kalaburagi Needs a Gazette
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969. No Gazette and no newspaper advertisement are involved. An SSLC or PUC marks card is corrected by the board that issued it. Caste, income and residence certificates are corrected by the issuing authority. And if your degree prints Gulbarga while your Aadhaar prints Kalaburagi, that is not a case at all, because both are correct.
