From the eighteenth century until independence, Mehsana was a prant in the northern division of Baroda State under the Gaekwads. The state ran its own administration, its own courts and even its own railway, the Gaekwad's Baroda State Railway, opened here on 21 March 1887. Mehsana was formally constituted as a district only in 1949, after Baroda merged with India, and it then sat in Bombay State until Gujarat was formed in 1960.

You can see the handover in one building. Sayajirao Gaekwad III built the Rajmahal here for his son Fatehsinhrao, and that same palace is today the district court. The place did not change; the authority over it did. Which is exactly the difficulty with an old paper from this belt. A pre 1949 land record, school entry or court paper carries the seal and format of a princely administration that no longer exists, and the officer looking at it today has probably never seen one. It is not a forgery and it does not need replacing. The affidavit has to name the document, state that Baroda State issued it, give the year, and record that the successor authority is now the Gujarat revenue and civil administration.

Send it exactly as it is: photograph the original, seal and all, and do not get it retyped into a modern format. A genuine Baroda State paper worded properly in the affidavit is strong evidence. In 1997 Mehsana Lost Territory to Two Different Districts

Mehsana district had eleven blocks before it was reorganised in 1997 and 1998. Patan, Chanasma, Sidhpur, Sami and Harij went into the newly created Patan district. Kalol taluka went into Gandhinagar district, and when Vijapur taluka was divided, Mansa also went to Gandhinagar. In 2013 a further reorganisation created Jotana as a new taluka out of Kadi and Mehsana. So this district did not simply split in two. It fed one brand new district and one that already existed.

For paperwork that means the district written against your village depends entirely on the year. A school certificate from 1990 can say Mehsana while a recent Aadhaar for the same village says Patan or Gandhinagar, and a taluka name can have changed on top of that. All of them are correct for their own period and none needs correcting. The affidavit has to name each document with its year and district as written, and state plainly that the village is the same. Even the Seat Kept Moving

Patan, Then Kadi, Then Mehsana in 1902

When the Gaekwads expanded into north Gujarat they first made Patan the administrative headquarters of this northern territory. Later the seat moved to Kadi, and then to Mehsana in 1902, once the railway reached the town. The northern area under Baroda was divided into eight mahals. So within a single administration, three different towns held the seat at different times, and the town that holds it today only took it in the twentieth century.

A very old Baroda era paper for a village near here can therefore name Patan or Kadi as the office of issue rather than Mehsana, and Patan is now the headquarters of a separate district again. There is also a spelling question worth settling early. The Government's own websites for this district and city use the form Mahesana, while everyday usage and most identity documents say Mehsana. Both refer to the same place. Use whichever appears on your identity proof, and we record the other in the affidavit.
