To change your name legally in Rohtak, you follow three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. But if a birth certificate simply has no name on it, that is a Registrar matter and not a Gazette matter at all.
A Birth Certificate With No Name on It Is Not Broken
Rohtak has one of the largest medical institutions in north India and a great many births in this district happen in hospital rather than at home. Hospital births are reported to the Registrar quickly, usually within the first three weeks, and very often that happens before the parents have settled on a name. The certificate then issues with the name column blank, or with something like Baby of followed by the mother's name. Families put it away, and discover the gap fifteen years later when a school or a passport office asks for it.
Here is the part that matters, and almost nobody tells you. Adding a name to a birth record that never had one is a different legal act from changing a name that is already recorded. It is done by the Registrar who holds the record, under the birth and death registration law, within the time limit the law allows. It is not a name change. It does not need an affidavit sworn about two identities, it does not need a newspaper notice, and it does not need a Gazette notification. An agent who sells you a full Gazette package for a blank name column has sold you something you did not need.

Papers From This District Can Name Delhi
The district's own history is unusually restless. Rohtak district was formed in 1824, and until 1832 the whole area was under the Resident of Delhi. The district was abolished in 1841, with Gohana going to Panipat and the rest of its tehsils to Delhi, and created again the very next year. On 13 April 1858 Rohtak and Jhajjar passed to Punjab. The district then sat in the Hisar division until 1884, moved to the Delhi division when Hisar division was abolished, and moved again to the Ambala division in 1912 after Delhi Territory was separated from Punjab.
Most district histories change the district name. This one mostly kept its name and changed everything above it. So a genuinely old paper from a Rohtak family may name Delhi, or Punjab, or a division that no longer exists in that form, while the district line still says Rohtak. A verifier who sees Delhi on an ancestor's record and Haryana on your Aadhaar has no way to connect them unless the affidavit does it. Name each document, the authority, the year and the place exactly as written, then state that the village and the family are the same throughout. Guessing which one is correct is what gets a file questioned.
Haryana Gazette or Central Gazette for Rohtak?
Both are valid. Here is the honest difference, so you pick the right one the first time.
| Point | Haryana Gazette | Central Gazette of India |
|---|---|---|
| Published by | Printing and Stationery Department, Haryana, at Sector 18, Chandigarh | Department of Publication, Civil Lines, Delhi |
| Distance from Rohtak | About 250 kilometres to Chandigarh | About 70 kilometres, and filed by post anyway |
| Where it is accepted | Mainly within Haryana | Every state and Union Territory |
| Working or studying in Delhi | Questioned across the border | Accepted without argument |
| Papers naming Delhi or Punjab from an earlier era | Fine for a state department record | One published proof every office will accept |
| Central Government service records | Meant for state department records | The route central offices work with |
| Passport and going abroad | Usually not accepted for visa and attestation | The proof passport offices and embassies look for |
| Government fee | As set by the state, non-refundable | Rs 1,100 adult, Rs 1,700 minor |
Which of These Is Actually Your Situation?
Most confusion about name work comes from treating three very different problems as one. The first is a record with no name at all, which the Registrar adds under the birth and death registration law. The second is a record with a name that was written down wrongly, a spelling slip or a missing middle name, which the authority that issued it corrects on application with proof. The third is a genuine change of name, where you were correctly recorded as one person and now wish to be known as another, which is what an affidavit, a newspaper notice and a Gazette notification are for.
Only the third one needs a Gazette. The first two are cheaper, faster and handled locally, and a great many people are sold the third when they needed the first. This distinction is the single most useful thing on this page, and we apply it before quoting anyone a price. If your case is a Registrar matter we will tell you so and point you at the right counter, even though it means we do not get the work.
Not Every Case in Rohtak Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and in this district it matters more than most because so many birth records come from hospitals with the name column left open. A blank name, a Baby of entry, a paper naming Delhi from an earlier era, or a village that moved between Rohtak, Sonipat and Jhajjar is not a name change problem at all.
A name added to or corrected in a birth certificate is handled by the Registrar through the Municipal Corporation Rohtak, or the nagar parishad or gram panchayat where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. If any of them refuses in writing, the appeal runs upward through the Deputy Commissioner, which our Karnal page sets out in full. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records.

Your Complete Name Change Journey in Rohtak, Handled by NameChangeAgent
Most people think the Gazette is the finish line. It is the middle. Here is the whole journey, and where we stand beside you at each stage.
NameChangeAgent is a platform built for exactly this one job, done properly, in your own city. We are based in Delhi, seventy kilometres down the road, and we work with families across Rohtak district entirely online. You send photographs of what you have on WhatsApp. We read them, tell you honestly which route your case needs, and then carry it through. Sometimes that means telling you the answer is a free visit to a Registrar rather than anything we should be billing you for.
What makes a Rohtak file different is what you have already read on this page. Birth records with the name column never filled in, because the hospital registered the birth before a name was chosen. A district that has sat under Delhi, under Punjab and in four different divisions. A village that may have moved between Rohtak, Sonipat and Jhajjar. A generic online form asks about none of that, and an agent working from a template will happily sell a full Gazette package to someone whose only problem is a blank column. We ask before a single word is drafted, because a file worded correctly the first time does not come back.
