Name Change Agent in Rohtak

Rohtak has one of the largest medical institutions in north India and a great many births in this district happen in hospital rather than at home. Hospital births are reported to the Registrar quickly, usually within the first three weeks, and very often that happens before the parents have settled on a name. The certificate then issues with the name column blank, or with something like Baby of followed by the mother's name. Families put it away, and discover the gap fifteen years later when a school or a passport office asks for it.

Here is the part that matters, and almost nobody tells you. Adding a name to a birth record that never had one is a different legal act from changing a name that is already recorded. It is done by the Registrar who holds the record, under the birth and death registration law, within the time limit the law allows. It is not a name change. It does not need an affidavit sworn about two identities, it does not need a newspaper notice, and it does not need a Gazette notification. An agent who sells you a full Gazette package for a blank name column has sold you something you did not need.

The district's own history is unusually restless. Rohtak district was formed in 1824, and until 1832 the whole area was under the Resident of Delhi. The district was abolished in 1841, with Gohana going to Panipat and the rest of its tehsils to Delhi, and created again the very next year. On 13 April 1858 Rohtak and Jhajjar passed to Punjab. The district then sat in the Hisar division until 1884, moved to the Delhi division when Hisar division was abolished, and moved again to the Ambala division in 1912 after Delhi Territory was separated from Punjab.

Most district histories change the district name. This one mostly kept its name and changed everything above it. So a genuinely old paper from a Rohtak family may name Delhi, or Punjab, or a division that no longer exists in that form, while the district line still says Rohtak. A verifier who sees Delhi on an ancestor's record and Haryana on your Aadhaar has no way to connect them unless the affidavit does it. Name each document, the authority, the year and the place exactly as written, then state that the village and the family are the same throughout. Guessing which one is correct is what gets a file questioned.

Most confusion about name work comes from treating three very different problems as one. The first is a record with no name at all, which the Registrar adds under the birth and death registration law. The second is a record with a name that was written down wrongly, a spelling slip or a missing middle name, which the authority that issued it corrects on application with proof. The third is a genuine change of name, where you were correctly recorded as one person and now wish to be known as another, which is what an affidavit, a newspaper notice and a Gazette notification are for.

Only the third one needs a Gazette. The first two are cheaper, faster and handled locally, and a great many people are sold the third when they needed the first.
