The princely states of Saraikela and Kharsawan were merged in 1948, and Ichagarh, Chandil and Patamda were merged in 1956. Then in 1990 the old Singhbhum district was bifurcated, and in 2001 West Singhbhum was divided again when Saraikela Kharsawan was created out of eight of its blocks.
That word Kolhan is worth pausing on. This territory was not run as an ordinary district. It was a Government Estate, and the name has outlasted every other label on the list. The Kolhan division exists today with its headquarters at Chaibasa, and the Deputy Commissioner of West Singhbhum works under the Commissioner, Singhbhum Kolhan Division, Chaibasa. A word from 1837 is still on the letterhead.

Hindi and English are the official languages of the district, and the regional languages are recorded as Ho, Mundari, Odia and Santali. For Chaibasa town itself the official languages are listed as Ho and Hindi, with Ho named first, and Odia noted as the other important one. Ho is written in Warang Chiti, Santali in Ol Chiki, and Odia in its own script. The district is bounded by Mayurbhanj, Kendujhar and Sundergarh districts of Odisha on the southeast, south and west, so Odia records here are ordinary rather than unusual.
That produces a specific problem for documents and it is not anybody's fault. A name spoken in Ho, written into a school register in Devanagari, and later entered into an Aadhaar record in English can come out in two or three defensible forms. That is transliteration, not a change of name, and knowing which one you have decides whether you need a Gazette notification at all or something much smaller and cheaper.

The district administration records it plainly. West Singhbhum came into existence when the old Singhbhum district bifurcated in 1990. Nine community development blocks became East Singhbhum with Jamshedpur as headquarters, and the remaining twenty three became West Singhbhum with Chaibasa. In 2001 West Singhbhum was divided again, and Saraikela Kharsawan district came into existence with eight blocks. The Kolhan division, created later with headquarters at Chaibasa, now covers all three.
So a paper from before January 1990 names Singhbhum without a direction in front of it, and if your family is from the Saraikela or Kharsawan side, papers from 1990 to 2001 name West Singhbhum for an address that sits in a different district today. Add the state change of November 2000 and one family can hold three or four correct versions of the same address.
