So if your family is from Hosapete, your school certificate from 2019 correctly says Ballari district, your Aadhaar updated last year says Vijayanagara, and there is nothing wrong with either. This is not an old history problem. It is four years old and it is on paperwork people are using this week. Ballari Joined Mysore State Before Karnataka Was Reorganised
Under the British this district was part of the Madras Presidency, and it was large, described as the second largest district in the Presidency. When Andhra State was created out of the northern districts of Madras on 1 October 1953, Bellary district was divided on linguistic lines. The Kannada speaking taluks, Harapanahalli, Hadagali, Kudligi, Hosapete, Sanduru and Siruguppa, were transferred to Mysore State. The Telugu speaking areas, including Yemmiganuru, Aadavaani, Aaluru and Raayadurgam, went into Anantapuram and Kurnool districts of what became Andhra Pradesh.
That matters because everywhere else in Karnataka moved in 1956. Belagavi came from Bombay State in 1956 and Kalaburagi from Hyderabad State in 1956. Ballari came from Madras in 1953. It is the only district we have written about that joined Mysore State three years ahead of the reorganisation, and one published account gives 1956 for it anyway, which is how that confusion happens. A District That Has Been Divided Twice and Renamed Once
Older accounts record this area under names including Kuntala Desha or Kuntala Vishaya, Sindavadi-nadu and Nolambavadi-nadu, and one district data source says Ballari is named after the goddess Durugamma. Under the Madras Presidency the district was cut down when Anantapur district was formed out of it in 1882. It was divided again on language in 1953. The city and district became Ballari from Bellary on 1 November 2014, in the same set of twelve Karnataka renamings. And then Vijayanagara was carved out in 2021.
Even the name of the region is unsettled in print. Some accounts place this district in Hyderabad-Karnataka, some in Kalyana-Karnataka, which is what that region was renamed to in 2019, and at least one places it in both Kalyana-Karnataka and Rayalaseema. None of them is being careless. They were each written at a different moment and the moment moved.
Not Every Case in Ballari Needs a Gazette
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969. No Gazette and no newspaper advertisement are involved. An SSLC or PUC marks card is corrected by the board that issued it. Caste, income and residence certificates are corrected by the issuing authority. And if one paper says Bellary and another says Ballari, or one says Ballari and a newer one says Vijayanagara, that is not a case at all. Both are correct for their year.
