To change your name legally in Bidar, you follow three steps. A notarised affidavit sworn here with two witnesses, a public notice in one daily local leading newspaper, and a Central Gazette notification with the fee paid on Bharatkosh. There is no Deputy Commissioner office step on this route, whatever a ranking page tells you about queue timings.
This Region Is Named After a Town That No Longer Carries That Name
In 2019 the region around Bidar was renamed from Hyderabad-Karnataka to Kalyana-Karnataka. The name looks back to Kalyana, or Kalyani, the capital of the Western Chalukyas, who were themselves called the Kalyani Chalukyas after it. That town is in Bidar district, about sixty five kilometres from the city. And it has not been called Kalyana for seventy years. Published accounts record that after independence and the division of states on linguistic lines in 1956, Kalyana was renamed Basavakalyana in memory of Basavanna, the twelfth century social reformer.
So you live in a region named after a place, and the place gave that name up before your parents were born. Nobody finds this strange, nobody has petitioned to fix it, and every official form in the district carries both words without any difficulty. That is the ordinary condition of names, and it is worth remembering the next time an office queries a single letter on your certificate.
Both Bahmani Capitals Were Given New Names, and Both Names Fell Away
The Bahmani capital moved to Bidar from Kalburgi, also written Kalubaruge and pronounced Gulbarga, in the fifteenth century. Published accounts record that Gulbarga was renamed Ahsanabad under the Bahmanis, and that Bidar in its turn was renamed Muhammadabad. Two capitals, two administrative renamings, both entered into the record of their day.
Neither survived in ordinary use. Bidar is Bidar. And Gulbarga took its older Kannada name back in 2014, becoming Kalaburagi, which is the district next door and the headquarters of this division. Names that governments impose do not always outlast the governments. Names that people keep saying usually do. Our page for the other capital is at Kalaburagi.
The Central Gazette Process for a Name Change in Bidar
This is the route accepted everywhere in India and abroad. Here is each step.
Prepare and Notarise the Affidavit Here
A sworn declaration on non-judicial stamp paper with two ordinary witnesses, attested by a Notary Public or First Class Magistrate in Bidar. Not in Bengaluru and not in Delhi.
Publish One Local Newspaper Notice
One daily local leading newspaper, carrying your father's or husband's name and your full residential address. The original paper goes with the file.
Pay on Bharatkosh and Send the File
Pay through the Non-Tax Receipt Portal, print the receipt, and the complete file goes by post or courier to the Controller of Publications, Civil Lines, Delhi 110054.
There Is No DC Office Queue to Time Your Arrival For
A page ranking for this state offers what sounds like real insider knowledge. Arrive at the Deputy Commissioner's office by half past ten in the morning, on a Tuesday or a Wednesday, to avoid the Monday morning queue and the Friday afternoon rush. It is the most specific, most confident sentence on the page. It is also advice about a step that does not exist on the Central route, offered identically to a reader in Bengaluru and a reader in Bidar, four hundred kilometres apart, as though both queues behaved the same way.
For the Central Gazette there is no Deputy Commissioner's office in the chain at all. The completed file goes by post or courier to the Controller of Publications, Civil Lines, Delhi 110054. Nobody stands anywhere on a Tuesday. We mention it because specificity feels like authority, and a page that tells you what time to arrive somewhere sounds far more reliable than one that simply tells you the truth, which is that you do not have to go.
One Local Paper, and No Language Condition
Two Pages in One Search Result Disagree About Your Stamp Paper
Papers From This District Name Three Different Governments
Until 1956 Bidar was part of Hyderabad State, under the Nizam, and the territory was merged into the Republic of India through Operation Polo. With the reorganisation of states in 1956 along linguistic lines Bidar was deemed a Kannada speaking area and became part of the unified Mysore State, which was renamed Karnataka in 1973. And in 2019 the region was renamed from Hyderabad-Karnataka to Kalyana-Karnataka. A record issued here in 1950 names a princely state, one from 1960 names Mysore State, and one from today names Karnataka and Kalyana-Karnataka.
Every one of those is correct for its date. This is the same history that runs through Kalaburagi, Raichur and Ballari, the other districts of this region we write about. What a Gazette notification does is put all of those layers behind one dated published statement, so you stop explaining the Nizam to a bank clerk.
Not Every Case in Bidar Needs a Gazette
A name error in a birth certificate is corrected by the Registrar of Births and Deaths at the body that registered the birth, under section 15 of the Registration of Births and Deaths Act, 1969. You apply to that Registrar with the supporting documents. No Gazette and no newspaper advertisement are involved. An SSLC or PUC marks card is corrected by the board that issued it. Caste, income and residence certificates are corrected by the issuing authority.
A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across enough records that fixing them one at a time costs more than publishing once. If one paper says Kalyana and another says Basavakalyana, that is not a case at all. Our name spelling correction page sets out the difference in full.

What makes a Bidar file different is how many governments its papers can name. Hyderabad State until 1956, Mysore State until 1973, Karnataka since, and Kalyana-Karnataka since 2019, in a district that also holds the town that region is named after, under a different name. Meanwhile pages ranking for this state tell you when to reach a DC office you do not need, insist an officer will check for Rs 100 stamp paper when the Act says Rs 20, and quote the fee seven different ways. We ask before a single word is drafted.

This page explains a documentation process and is not legal advice on your individual case. The historical material is included only to explain why papers from this district name different states, regions and places, and where published sources differ, as they do on the date of the Bahmani capital's move, we set out the difference rather than choosing quietly. This page takes no position on any question of language, community or history beyond what the administrative record states. Stamp duty rates are set by statute and are amended from time to time, so confirm the current rate before you buy the paper. State e-Gazette procedure varies by district, so confirm your own district's current process with the office directly. Birth certificate, marks card, caste, income and residence certificate corrections follow the issuing authority's own procedure. Fees are set by the Department of Publication and by the Government of Karnataka and are revised, so confirm the current position before you pay. For a contested matter, or anything before a court, you need a lawyer engaged for you specifically.
