Name Change Agent in Bilaspur, Himachal

Bilaspur town was founded in 1663 by the Chandel rulers and stood on the bank of the Sutlej for close to three centuries. The district administration's own history records what happened to it. When the Sutlej was dammed and the Govind Sagar reservoir filled, the original town was submerged, and a new township came up above the old one at an elevation of about 673 metres. The district's page puts the submergence at 1 July 1954, the same date on which Bilaspur was merged into Himachal Pradesh. The village of Bhakra, near the dam site, went under as well.

For anyone dealing with documents this is not a piece of scenery, it is the address line. A birth entry, a school admission register, a land record or a ration card from before the 1950s can name a mohalla, a ward or a bazaar in a town that is now at the bottom of a lake. There is no office at that address to go back to and no street to point at. The record itself is entirely genuine. What it needs is an affidavit that names the old locality as printed, says plainly that the old town was submerged when the Govind Sagar filled, and connects it to where the family lives in the new town today.

This is the part people get wrong most often. Himachal Pradesh came into being on 15 April 1948 by merging around thirty hill states. Bilaspur was not one of them. The princely state of Kahlur, later called Bilaspur, acceded to India separately on 12 October 1948 and was administered as Bilaspur Province under a Chief Commissioner. On 26 January 1950 it became a Part C state, that is a state under the direct rule of the central Government, and it is remembered as the thirty first state of the Union. It stayed that way until the Himachal Pradesh and Bilaspur New State Act, 1954 dissolved it and made it a district of Himachal Pradesh on 1 July 1954.

There was a specific reason for keeping it apart, and it is the same reason the old town went under. The Bhakra Dam was being built here. Extensive flooding was expected, a large number of people would be displaced, and they would need compensation and resettlement. The central Government wanted to handle all of that directly rather than through Himachal Pradesh. So for about six years this was neither Punjab nor Himachal Pradesh. A certificate, a service record or a land paper issued between late 1948 and mid 1954 can quite correctly read Bilaspur State, and a clerk who has never heard of it will assume the applicant has written the district name in the wrong column.

The state was called Kahlur until the seat of government moved, after which it took the name Bilaspur from its later capital. So a very old paper can name Kahlur rather than Bilaspur, and both refer to the same place under the same Chandel line. When Bilaspur was integrated into Himachal Pradesh in 1954 it came in with just two tehsils, Ghumarwin and Bilaspur Sadar. In January 1980 the state government created a separate Naina Devi sub tehsil, with headquarters at Swarghat, out of Bilaspur Sadar tehsil.

That last change is small but it catches people. A paper issued before 1980 from the Swarghat or Naina Devi side names Bilaspur Sadar, because that is what the tehsil was, while everything since names Naina Devi. Neither is wrong. Unlike most districts in this state, the outer boundary of Bilaspur has stayed as it was, so what changes here is the internal arrangement and the name of the place itself rather than which district you belong to. What makes a Bilaspur file different is a history nobody else on the web bothers to explain. This was Kahlur, then Bilaspur State, a state of India in its own right under a Chief Commissioner, kept separate from Himachal on purpose so that the Bhakra displacement could be handled directly. It joined Himachal Pradesh only on 1 July 1954, and on the same date the old town went under the Govind Sagar. A great many families here were resettled and hold two sets of paperwork with two addresses. A generic online form asks about none of that, and an agent working from a template will read Bilaspur State on a certificate and correct it to Himachal Pradesh, which is exactly the wrong thing to do.
