Nalagarh, also known as Hindur, was a princely state with a ruling line going back centuries. What happened to it after independence is the longest sequence we have come across anywhere in our work. On 15 July 1948 Nalagarh was merged into the Patiala and East Punjab States Union, usually written as PEPSU. When the states were reorganised in 1956 PEPSU itself ceased to exist and its territory became part of Punjab, and Nalagarh continued as a tehsil of Ambala district in Punjab. On 1 November 1966 the hill areas of Punjab were transferred to Himachal Pradesh, Nalagarh among them. Then on 1 September 1972 Solan district was created and Nalagarh came into it.
Count the layers on paper. A record from this belt can name Nalagarh State, or PEPSU, or Punjab, or Ambala district, or Shimla district, or Solan, depending only on the year it was written. All six are correct for their own time and none of them is a mistake. This is the sort of file where a clerk in another state sees Ambala on one certificate and Solan on another and concludes the documents belong to two different people. They do not. They belong to one family that never moved while the map changed around it four times.

Ambala District or Shimla District? Both, in Order
Read the district administration's own history page carefully and you will find two statements about Nalagarh that appear to disagree. One says Nalagarh remained a tehsil of Ambala district. The other says Solan district was carved out of the Solan and Arki tehsils of the then Mahasu district and the Kandaghat and Nalagarh tehsils of the then Shimla district. A third source elsewhere says the Nalagarh tehsil came from PEPSU. People read these, decide the official record is confused, and stop trusting any of it.
They are all correct, just at different moments. Nalagarh was a tehsil of Ambala district while it was in Punjab, up to 1 November 1966. When the hill areas came into Himachal Pradesh it was attached to Shimla district. On 1 September 1972, when the state's districts were reorganised, it moved from Shimla district into the newly created Solan district. So Ambala, then Shimla, then Solan, in that order. The PEPSU reference points further back, to 1948, before the 1956 reorganisation put the area into Punjab at all. Nobody is wrong. They are describing different years without saying so.

Solan Town Was the Capital of Baghat State
The land that makes up Solan district today was not one place before 1948. It was the territory of the erstwhile princely states of Baghal, Baghat, Kunihar, Kuthar, Mangal, Beja and Mahlog, together with Nalagarh and parts of Keonthal and Koti, plus hill areas of the composite Punjab state that came in during 1966. Most of these were small, and before independence they were under the Superintendent of the Shimla Hill States. When Himachal Pradesh appeared on the administrative map on 15 April 1948, Baghat, Baghal, Kunihar, Kuthar, Mangal, Beja, Keonthal and Koti went into what was then Mahasu district.
Solan town itself was the seat of Baghat state. The state headquarters had originally been at Bhoch, in the Bhuchali pargana, and were moved to Solan after the cantonment was built there. So a princely era paper from around here might name Baghat rather than Solan, and a slightly different one might name Bhoch. Neither is a place that has vanished into thin air, and neither is a spelling mistake. The district name itself comes from Mata Shoolini Devi, the temple deity of the town.
Not Every Case in Solan Needs a Gazette
Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is a jurisdiction from the chain that was never wrong. A paper naming Nalagarh State, PEPSU, Punjab, Ambala district, Shimla district, Baghat or Bhoch is not a name change problem. Those need an affidavit that sets out the sequence with dates, not a notification, and no Gazette will alter what an earlier authority correctly wrote.
A name error in a birth certificate is corrected by the Registrar through the municipal corporation, municipal council, nagar panchayat or gram panchayat where the birth was registered, so Solan, Nalagarh, Baddi, Parwanoo, Arki and Kandaghat each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari.
