Quick Answer

To change your name legally in Solan, you follow three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. If your family is from the Nalagarh or Baddi side, your older papers may name up to five different administrations, and every one of them can be correct.

The Longest Paper Trail in the State

A Nalagarh Paper Can Name Five Different Administrations

Nalagarh, also known as Hindur, was a princely state with a ruling line going back centuries. What happened to it after independence is the longest sequence we have come across anywhere in our work. On 15 July 1948 Nalagarh was merged into the Patiala and East Punjab States Union, usually written as PEPSU. When the states were reorganised in 1956 PEPSU itself ceased to exist and its territory became part of Punjab, and Nalagarh continued as a tehsil of Ambala district in Punjab. On 1 November 1966 the hill areas of Punjab were transferred to Himachal Pradesh, Nalagarh among them. Then on 1 September 1972 Solan district was created and Nalagarh came into it.

Count the layers on paper. A record from this belt can name Nalagarh State, or PEPSU, or Punjab, or Ambala district, or Shimla district, or Solan, depending only on the year it was written. All six are correct for their own time and none of them is a mistake. This is the sort of file where a clerk in another state sees Ambala on one certificate and Solan on another and concludes the documents belong to two different people. They do not. They belong to one family that never moved while the map changed around it four times.

What we need from you first: the village name and the year printed on the oldest paper you hold. From those two we can name the administration that was correct at that moment and set the whole sequence out in order. Our Ambala guide covers the district from the other side of the 1966 transfer, and our Rewari guide deals with PEPSU records in Haryana.
Central Gazette

The Central Gazette Process for a Name Change in Solan

This is the route accepted everywhere in India and abroad. Here is each step.

Prepare and Notarise the Affidavit

A sworn declaration on non-judicial stamp paper, signed with two witnesses and attested by a Notary Public or First Class Magistrate in Solan, Nalagarh, Arki or Kandaghat.

Publish in Hindi and English Newspapers

One Hindi daily and one English daily, carrying the same old name, new name, address and affidavit date.

File With the Department of Publication

The complete file goes by post to the Controller of Publications, Civil Lines, Delhi, and your notice appears in Part IV of the Gazette of India.

Step 1 in Detail

What Your Name Change Affidavit Must Contain

Your old name exactly as printed on your existing documents
Your new name, spelt exactly as you want it recorded forever
Your village and tehsil exactly as printed on your proof
Every administration your papers name, each with its own year
A declaration that both names belong to the same person
Your signature, two witness signatures, and the notary stamp with date
Decide the initials once, not later: inconsistent initials are the most common reason a file is returned. Choose between S. K. Verma, S K Verma or the full expanded form, fix the spacing and the surname spelling, and keep it identical everywhere. Our name change affidavit page sets out the full wording.
Step 2 in Detail

The Hindi and English Newspaper Rules

Two papers are needed, one Hindi and one English, not just one
The notice must repeat the same old name, new name and address as the affidavit
It must mention the date on which the affidavit was made
The advertisement usually appears in the classified section
Keep the original dated cuttings showing the paper name
Even one letter spelt differently can get your whole file returned
Cost of this step: two budget dailies cost about Rs 1,000 to Rs 1,500 together, while premium national papers can cost Rs 2,500 to Rs 5,000. Chandigarh editions reach Solan, Baddi and Parwanoo every morning, so a notice is easy to place.
Step 3 in Detail

What Goes Into Your Gazette File

The signed Gazette application form in the prescribed proforma
The original notarised affidavit
Original cuttings of both newspaper advertisements
A request letter addressed to the publishing authority
Identity proof, two photographs and the soft copy of the notice
The fee receipt, paid in the applicant's own name
Government fee and time: Rs 1,100 for an adult and Rs 1,700 for a minor, paid to the Controller of Publications in Delhi. Publication usually takes 4 to 6 weeks after a complete file reaches the department, and the e-Gazette copy carries the same legal weight as the printed one.
Two Statements That Look Like a Contradiction

Ambala District or Shimla District? Both, in Order

Read the district administration's own history page carefully and you will find two statements about Nalagarh that appear to disagree. One says Nalagarh remained a tehsil of Ambala district. The other says Solan district was carved out of the Solan and Arki tehsils of the then Mahasu district and the Kandaghat and Nalagarh tehsils of the then Shimla district. A third source elsewhere says the Nalagarh tehsil came from PEPSU. People read these, decide the official record is confused, and stop trusting any of it.

They are all correct, just at different moments. Nalagarh was a tehsil of Ambala district while it was in Punjab, up to 1 November 1966. When the hill areas came into Himachal Pradesh it was attached to Shimla district. On 1 September 1972, when the state's districts were reorganised, it moved from Shimla district into the newly created Solan district. So Ambala, then Shimla, then Solan, in that order. The PEPSU reference points further back, to 1948, before the 1956 reorganisation put the area into Punjab at all. Nobody is wrong. They are describing different years without saying so.

Why we spell this out: an affidavit that names one of these and ignores the others invites the exact question you were trying to prevent. We list each administration with the year it applied, so a verifier reads a chain instead of a contradiction. It costs nothing extra and it is the difference between a file that clears and a file that comes back.

State Gazette or Central Gazette in Solan?

Here is the honest position, based on what the official portal actually states.

PointHimachal Pradesh GazetteCentral Gazette of India
OfficeController, Printing and Stationery Department, Government Press, ShimlaDepartment of Publication, Civil Lines, Delhi
Distance from SolanAbout 45 kilometres to ShimlaAbout 300 kilometres, but filed by post
How it is publishedOnline only, per the state Gazette portalPart IV, in print and as an e-Gazette
Who submits notificationsThe portal states that notifications are submitted by DepartmentsAn individual applicant files their own name change notice
Papers naming PEPSU, Punjab or AmbalaEffective only within HimachalOne published proof accepted in Punjab, Haryana and every other state
Working in Baddi, Chandigarh or PanchkulaQuestioned the moment you cross the borderAccepted without argument
Passport and going abroadUsually not accepted for visa and attestationThe proof passport offices and embassies look for
Government feeAs set by the state for its own headsRs 1,100 adult, Rs 1,700 minor, paid in Delhi
Our honest advice for Solan: take the Central Gazette, and this district is the clearest case in Himachal for it. Solan is bounded by Ropar district of Punjab and Ambala district of Haryana on the south. Baddi, Barotiwala and Nalagarh form an industrial belt where a very large number of people live on one side of a state border and work on the other. Your papers already name Punjab, PEPSU or Ambala. A state notification that stops at the Himachal boundary is not much use to a family whose daily life crosses it. The full comparison is in our name change agent in India guide.
Nine Princely States, One District

Solan Town Was the Capital of Baghat State

The land that makes up Solan district today was not one place before 1948. It was the territory of the erstwhile princely states of Baghal, Baghat, Kunihar, Kuthar, Mangal, Beja and Mahlog, together with Nalagarh and parts of Keonthal and Koti, plus hill areas of the composite Punjab state that came in during 1966. Most of these were small, and before independence they were under the Superintendent of the Shimla Hill States. When Himachal Pradesh appeared on the administrative map on 15 April 1948, Baghat, Baghal, Kunihar, Kuthar, Mangal, Beja, Keonthal and Koti went into what was then Mahasu district.

Solan town itself was the seat of Baghat state. The state headquarters had originally been at Bhoch, in the Bhuchali pargana, and were moved to Solan after the cantonment was built there. So a princely era paper from around here might name Baghat rather than Solan, and a slightly different one might name Bhoch. Neither is a place that has vanished into thin air, and neither is a spelling mistake. The district name itself comes from Mata Shoolini Devi, the temple deity of the town.

Tell us which of the old states your side of the family is from: Baghal around Arki, Baghat around Solan, Kuthar and Beja near the Kasauli hills, Mahlog, Kunihar, Mangal or Nalagarh. Each has its own record trail, and an affidavit that names the right one reads as informed rather than guessed.
Save Your Money

Not Every Case in Solan Needs a Gazette

Many agents sell a Gazette for every case. That is not honest, and here the commonest reason people are sold one is a jurisdiction from the chain that was never wrong. A paper naming Nalagarh State, PEPSU, Punjab, Ambala district, Shimla district, Baghat or Bhoch is not a name change problem. Those need an affidavit that sets out the sequence with dates, not a notification, and no Gazette will alter what an earlier authority correctly wrote.

A name error in a birth certificate is corrected by the Registrar through the municipal corporation, municipal council, nagar panchayat or gram panchayat where the birth was registered, so Solan, Nalagarh, Baddi, Parwanoo, Arki and Kandaghat each have their own. Caste, income, residence and domicile certificates are corrected by the issuing authority at the tehsil or SDM office, and land record entries through the revenue side and the patwari. A Gazette is for a full legal name change, and for cases where the same difference repeats across several records. Our name spelling correction page explains the difference.

Your Complete Name Change Journey in Solan, Handled by NameChangeAgent

Most people think the Gazette is the finish line. It is the middle. Here is the whole journey.

NameChangeAgent is a platform built for exactly this one job, done properly, in your own tehsil. We are based in Delhi and we work with families across Solan district entirely online, from Solan town and the Baddi Barotiwala Nalagarh belt out to Arki, Kandaghat, Kasauli, Parwanoo and Ramshehar. You send photographs of what you have on WhatsApp. We read them, tell you honestly which route your case needs, and then carry it through.

What makes a Solan file different is the length of the paper trail. Nalagarh went from a princely state to PEPSU in 1948, to Punjab in 1956, to a tehsil of Ambala district, to Himachal Pradesh in 1966, to Shimla district, and into Solan district in 1972. Nine former princely states make up this one district, and Solan town was the capital of one of them. Even the official history pages read like a contradiction until you put the years back in. A generic online form asks about none of that, and an agent working from a template will see Ambala on one paper and Solan on another and quietly assume something is wrong. We ask before a single word is drafted, because a file worded correctly the first time does not come back.

Name Change in Solan, Frequently Asked Questions

Clear answers to the questions we hear most often.

How do I change my name legally in Solan?
In three steps. A notarised affidavit on stamp paper, a public notice in one Hindi and one English newspaper, and a Gazette notification. We handle all three for you, fully online.
When was Solan district created?
On 1 September 1972, at the reorganisation of the state's districts. It was carved out of the Solan and Arki tehsils of the then Mahasu district and the Kandaghat and Nalagarh tehsils of the then Shimla district.
My old paper says PEPSU. What is that?
The Patiala and East Punjab States Union. Nalagarh was merged into PEPSU on 15 July 1948. PEPSU ceased to exist at the states reorganisation in 1956 and its territory became part of Punjab.
My certificate says Ambala district but I live in Nalagarh. Is it wrong?
No. After PEPSU was dissolved in 1956 Nalagarh continued as a tehsil of Ambala district in Punjab, until the hill areas of Punjab were transferred to Himachal Pradesh on 1 November 1966.
One source says Nalagarh came from Ambala and another says Shimla. Which is right?
Both, in order. Nalagarh was a tehsil of Ambala district while it was in Punjab, was attached to Shimla district after the 1966 transfer, and moved into the new Solan district on 1 September 1972.
Which princely states make up Solan district?
Baghal, Baghat, Kunihar, Kuthar, Mangal, Beja, Mahlog and Nalagarh, along with parts of Keonthal and Koti, plus hill areas of the composite Punjab state that came in during 1966.
My paper names Baghat, not Solan.
Solan town was the seat of Baghat state, whose headquarters had earlier been at Bhoch in the Bhuchali pargana before moving to Solan after the cantonment was built. A princely era paper naming Baghat or Bhoch is genuine.
Should I take the state Gazette or the Central Gazette?
The Central Gazette, and Solan is the clearest case for it in Himachal. The district borders Ropar in Punjab and Ambala in Haryana, the Baddi and Nalagarh belt works across those borders daily, and older papers here already name Punjab, PEPSU or Ambala.
How much does a name change cost in Solan?
The Central Gazette Government fee is Rs 1,100 for an adult and Rs 1,700 for a minor, paid to the Delhi office. Newspaper and affidavit charges are extra. Our complete service starts at Rs 3,999.
Will the Gazette update my Aadhaar and PAN automatically?
No. The Gazette is the proof of the change. You then apply to each authority separately, and each has its own process. We guide you through Aadhaar, PAN, passport, provident fund, bank and property records after publication.
