This is the part that surprises people, and it matters for old paperwork. Chatra was the headquarters of Ramgarh district in the eighteenth and nineteenth centuries. The reformer Raja Rammohan Roy was sheristadar in Ramgarh district in 1804 and 1805, and used to function from both Ramgarh and Chatra. Afterwards Ramgarh district became part of the North-Western Frontier Agency and Hazaribagh district came up. Chatra became a subdivision of Hazaribagh district in 1914, and a full district only in 1991.
So a genuinely old paper reading Ramgarh district is not necessarily describing the Ramgarh district that exists in Jharkhand today, which was created on 12 September 2007 and lies a long way from here. It may be describing a much larger colonial district that was administered from Chatra. Same two words, two entirely different places, and a couple of hundred years between them. The district administration records the exact instrument. Chatra district was a subdivision of Hazaribagh district and was created as a district vide notification number 128 dated 29 May 1991, from the Personnel and Administrative Reforms Department, Government of Bihar. Read that last part again. The order that created this district was issued by the Government of Bihar, because in May 1991 there was no Jharkhand. The state you live in today would not exist for another nine and a half years.
That is worth knowing when somebody looks at your family's older papers and raises an eyebrow. Everything issued here before 15 November 2000 correctly names Bihar, including the very notification that made Chatra a district. The district itself has a Bihar era document at the root of its existence. Nobody is going to reissue that, and nobody should ask you to reissue yours either.
Two Men, One Name, and Very Different Fame
The Battle of Chatra was fought on 2 October 1857 at Phansi Talab, between the mutinous sepoys of the Ramgarh Battalion and British forces. A plaque still records that fifty six men of Her Majesty's 53rd Regiment of foot and a party of Sikhs were killed, and that two Victoria Crosses were awarded. The district administration's history page notes that an inscription on the bank of the Phansi Talab immortalises two revolutionary subedars, named there as Mangal Pandey and Nadir Ali Khan.
That first name will be familiar to every Indian schoolchild, but from Barrackpore rather than from Chatra, and from March and April of 1857 rather than October. These are two different men who shared a name, and one of them is known nationally while the other is remembered on a stone beside a tank in this town. We include it because it is the plainest illustration of something we say on every page. A name does not belong to one person. It identifies, but it does not distinguish, and that is exactly why a Gazette notification exists.
