And it goes back further than that. Wikipedia records that Ramgarh was also a military district during the British Regime, referred to then as Ramgarh district. So a genuinely old paper reading Ramgarh district may not be describing the district that exists today at all. Around 1740 the area was recorded as the Jungle District of Ramgarh. The words on your document are the same. The place they point to is not.

The district administration's own website states that the name Ramgarh means the Fort of God Ram. Wikipedia's account is different, that in the 1670s the king Dalel Singh shifted the capital of Ramgarh Raj to Ramgarh and named it after his father, Ram Singh. And a third explanation appears alongside the second, that the word Ram derives from Murram and Gadh from Beluagadha, noting that Hazaribagh district has a Sitagadha and a Vishnugadha. Three accounts, one place, and the government's own page carries only the first.
We are not going to settle it, and we would be inventing certainty if we tried. What it does show is something people in this district already know instinctively. A name is a written thing that gets explained after the fact, often by whoever is writing at the time, and the explanations do not always agree. That is true of a town and it is true of a surname, and neither situation is anybody's error.
Papers From Before 2007 Correctly Name Hazaribagh
The district administration sets out the sequence. Ramgarh subdivision was formed in 1991. On 12 September 2007 Ramgarh became a separate district, carved out of the erstwhile Hazaribagh district, comprising the Ramgarh, Gola, Mandu and Patratu blocks. Dulmi and Chitarpur were added later, giving the six blocks the district has today. It was inaugurated by the then Chief Minister, Madhu Koda.
So anything issued for this area before September 2007 correctly names Hazaribagh, and if your family is from Dulmi or Chitarpur, there is a further window in which papers may name something else again. The coalfield makes this very common here. Patratu and Bhurkunda were Hazaribagh coal areas and are now in Ramgarh, so service records from a working life that began before 2007 can name one district and everything since names another.
