This happens nowhere else in Jharkhand quite like it. Garhwa is bounded on the south and west by Surguja district, which today is in Chhattisgarh. Surguja stopped being part of Madhya Pradesh on 1 November 2000, when the Madhya Pradesh Reorganisation Act created Chhattisgarh, and the Act names Surguja among the districts transferred. Garhwa stopped being part of Bihar on 15 November 2000, when the Bihar Reorganisation Act created Jharkhand. Fourteen days apart, on opposite sides of the same district boundary.

So a family with people on both sides holds papers that say Madhya Pradesh on one side and Bihar on the other, and today neither of those states governs either place. Nobody did anything wrong. Two Acts of Parliament happened a fortnight apart in the same autumn and the paperwork simply carried on saying what it had always said. On the western side the picture is different again, because Sonbhadra district stayed in Uttar Pradesh throughout and that border did not move at all.

The documents must not be older than one year. This is the rule that quietly costs people the most. An affidavit sworn and a notice published, then the file left while life got busy, and a year and a half later both have to be redone and paid for again. Why a Central Notification Matters More Here Than Anywhere

Look at what surrounds this district. The Sone river forms the northern boundary, with Bihar beyond it. Sonbhadra district of Uttar Pradesh lies to the west. Surguja district of Chhattisgarh lies to the south and west. Palamu and Latehar are to the east. Garhwa town itself functions as a regional hub for transport and trade precisely because of that proximity, with bus services running to Ranchi, Ambikapur, Gaya, Varanasi and Patna, and the Garhwa Road junction connecting onward to Delhi and Kolkata.

Now think about where a person from Garhwa actually needs their name recognised. A college in Varanasi. An employer in Ambikapur. A bank branch that opened an account in Patna. A passport application. A state Gazette notification is effective within Jharkhand, and Jharkhand is one of the four states involved in an ordinary Garhwa family's paperwork. That is not a close call. It is the clearest case in the whole state for taking the central route.

The practical version of that argument: one Central Gazette notification is a national published record. You produce the same downloaded page in Varanasi, in Ambikapur, in Patna and at a passport office, and nobody has to accept a document issued by a state government that does not govern them. 1 April 1991, With Eight Blocks

Papers From Before 1991 Correctly Name Palamu

The district administration records it precisely. The erstwhile Garhwa sub division of Palamau district, consisting of eight blocks, was separated from Palamau district as an independent district with effect from 1 April 1991. Those eight were Garhwa, Meral, Ranka, Bhandaria, Majhiaon, Nagar Untari, Bhawanathpur and Dhurki. Note that the district's own site spells the parent district Palamau, with the older spelling, which is the same form its judgeship uses.

So anything issued for this area before April 1991 correctly names Palamu or Palamau, and anything before November 2000 names Bihar. If your family is from one of the blocks added later, there is a further period in which the paperwork reads differently again. None of it is an error. Two counts we will not pretend are settled: the district's own website describes Garhwa as consisting of twenty blocks and three sub divisions, Garhwa, Ranka and Nagar Untari, while several other sources still describe fourteen blocks and two sub divisions. Separately, the sub division appears as Nagar Untari while the block appears in some listings as Banshidhar Nagar. We follow the district's own site and mention the rest rather than quoting one version as final.

Three state boundaries touch this district, its papers can name Bihar, and a neighbour's papers can name Madhya Pradesh. Jharkhand outlets also reported in July 2025 that name change notifications in the state Gazette had been halted after cases of irregularity. We cannot confirm the state's position today and are not claiming that route is closed now, but the Central Gazette is a separate national route and it is the one we use. Not Every Case in Garhwa Needs a Gazette

Many agents sell a Gazette for every case. Here the easy pitches are pointing at Palamu or Palamau on a paper from before April 1991, pointing at Bihar on anything before November 2000, or pointing at a relative's paper that names Madhya Pradesh and calling the whole family's records doubtful. None of those is a defect. All were correct when written, and two of them were changed by Acts of Parliament rather than by anybody in your family.

A name error in a birth certificate is corrected by the Registrar at the local body where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records. One caution specific to a district on three borders: if a paper was issued by an authority in Uttar Pradesh or Chhattisgarh, a correction to that paper has to go back to that authority, in that state, under its own rules.
