To change your name legally in Garhwa, you follow three steps. A notarised affidavit, a public notice in one daily local leading newspaper, and a Central Gazette notification with the fee paid on Bharatkosh. Garhwa touches Uttar Pradesh, Chhattisgarh and Bihar, so tell us where each of your papers was issued and in which year.
Your Neighbour Across the Border Changed States Before You Did
This happens nowhere else in Jharkhand quite like it. Garhwa is bounded on the south and west by Surguja district, which today is in Chhattisgarh. Surguja stopped being part of Madhya Pradesh on 1 November 2000, when the Madhya Pradesh Reorganisation Act created Chhattisgarh, and the Act names Surguja among the districts transferred. Garhwa stopped being part of Bihar on 15 November 2000, when the Bihar Reorganisation Act created Jharkhand. Fourteen days apart, on opposite sides of the same district boundary.
So a family with people on both sides holds papers that say Madhya Pradesh on one side and Bihar on the other, and today neither of those states governs either place. Nobody did anything wrong. Two Acts of Parliament happened a fortnight apart in the same autumn and the paperwork simply carried on saying what it had always said. On the western side the picture is different again, because Sonbhadra district stayed in Uttar Pradesh throughout and that border did not move at all.

The Fee and How It Is Paid
Why a Central Notification Matters More Here Than Anywhere
Look at what surrounds this district. The Sone river forms the northern boundary, with Bihar beyond it. Sonbhadra district of Uttar Pradesh lies to the west. Surguja district of Chhattisgarh lies to the south and west. Palamu and Latehar are to the east. Garhwa town itself functions as a regional hub for transport and trade precisely because of that proximity, with bus services running to Ranchi, Ambikapur, Gaya, Varanasi and Patna, and the Garhwa Road junction connecting onward to Delhi and Kolkata.
Now think about where a person from Garhwa actually needs their name recognised. A college in Varanasi. An employer in Ambikapur. A bank branch that opened an account in Patna. A passport application. A state Gazette notification is effective within Jharkhand, and Jharkhand is one of the four states involved in an ordinary Garhwa family's paperwork. That is not a close call. It is the clearest case in the whole state for taking the central route.
Papers From Before 1991 Correctly Name Palamu
The district administration records it precisely. The erstwhile Garhwa sub division of Palamau district, consisting of eight blocks, was separated from Palamau district as an independent district with effect from 1 April 1991. Those eight were Garhwa, Meral, Ranka, Bhandaria, Majhiaon, Nagar Untari, Bhawanathpur and Dhurki. Note that the district's own site spells the parent district Palamau, with the older spelling, which is the same form its judgeship uses.
So anything issued for this area before April 1991 correctly names Palamu or Palamau, and anything before November 2000 names Bihar. If your family is from one of the blocks added later, there is a further period in which the paperwork reads differently again. None of it is an error. Our page for the parent district is at name change agent in Palamu.
Jharkhand Gazette or Central Gazette in Garhwa?
With three state borders on one district, this is the least close decision in Jharkhand.
| Point | Jharkhand Gazette | Central Gazette of India |
|---|---|---|
| Reported position in July 2025 | Name change notifications halted with immediate effect | Unaffected, a separate national route |
| Published by | Directorate of Printing and Stationery, Department of Finance | Department of Publication, Delhi |
| How the fee is paid | As set by the state for its own heads | Bharatkosh online, receipt attached to the file |
| Family or work in Surguja, Chhattisgarh | Questioned across the state line | Accepted in Chhattisgarh too |
| Family or work in Sonbhadra, Uttar Pradesh | Questioned across the state line | Accepted in Uttar Pradesh too |
| Bank or college in Patna, Gaya or Varanasi | Explained at every counter | One published proof settles it |
| Passport and going abroad | Usually not accepted for visa and attestation | The proof passport offices and embassies look for |
| Getting your copy | As the state provides | Downloaded from egazette.gov.in, Part IV, no certification needed |
Not Every Case in Garhwa Needs a Gazette
Many agents sell a Gazette for every case. Here the easy pitches are pointing at Palamu or Palamau on a paper from before April 1991, pointing at Bihar on anything before November 2000, or pointing at a relative's paper that names Madhya Pradesh and calling the whole family's records doubtful. None of those is a defect. All were correct when written, and two of them were changed by Acts of Parliament rather than by anybody in your family.
A name error in a birth certificate is corrected by the Registrar at the local body where the birth was registered. Caste, income, residence and domicile certificates are corrected by the issuing authority at the block or circle office. A Gazette is for a full legal name change, after marriage, after divorce, for numerology or by personal choice, and for cases where the same difference repeats across several records. Our name spelling correction page explains the difference.

Your Complete Name Change Journey in Garhwa, Handled by NameChangeAgent
Most people think the Gazette is the finish line. It is the middle. Here is the whole journey.
NameChangeAgent is a platform built for exactly this one job, done properly. We are based in Delhi and we work with families across Garhwa district entirely online, from Garhwa town and Nagar Untari to Ranka, Bhawanathpur, Meral, Majhiaon, Bhandaria, Dhurki, Ramna and Kandi. You send photographs of what you have on WhatsApp. We read them, tell you honestly which route your case needs, and then carry it through. Your affidavit is made where you live.
What makes a Garhwa file different is that the state lines run right through the family. Papers here name Bihar before November 2000 and Palamau before April 1991, while a relative in Surguja holds papers naming Madhya Pradesh, because that district changed states fourteen days before this one did. Sonbhadra on the western side stayed in Uttar Pradesh the whole time. Meanwhile the pages ranking for this state tell you to book two newspaper advertisements and make your affidavit in Delhi, neither of which is right. We ask before a single word is drafted.
Free Consultation on Your Garhwa Case
Send your papers on WhatsApp with the block name, the state printed on each and the dates. We tell you which period each belongs to and whether you need a Gazette at all. No charge and no obligation.
Affidavit Drafted and Notarised Locally
We draft it naming Palamau, Garhwa, Bihar or Madhya Pradesh exactly as each paper shows, with the year beside each, and it is sworn where you live rather than in Delhi.
Newspaper Notice Placed
One daily local leading newspaper, worded identically to the affidavit, carrying your full address, and we keep the original paper for the file.
File Prepared and Sent by Courier
We pay the fee on Bharatkosh, print the receipt, assemble the complete file and send it by courier to the Controller of Publications in Delhi, then follow it through to publication.
Your Gazette Notification Retrieved
Once published we retrieve your notification from egazette.gov.in, Part IV, and send it to you. Nobody should be charging you extra for a hard copy, which was discontinued in 2015.
Every Document Updated Afterwards
Aadhaar, PAN, passport, bank, provident fund and college records, including any held in Uttar Pradesh or Chhattisgarh. Most agents stop before this stage, and this is the stage that actually matters.

This page explains a documentation process and is not legal advice on your individual case. Where sources disagree, as they do on this district's block count, we say so rather than choosing quietly. Corrections to documents issued by authorities in Uttar Pradesh or Chhattisgarh follow those states' own procedures. Separate guidelines apply to change of name and gender, and to minors. Fees are set by the Department of Publication and are revised, so confirm the current position before you pay. For a contested matter, or anything before a court, you need a lawyer engaged for you specifically.
