On 21 July 2025 Jharkhand news outlets reported that gazette notifications for name changes for the general public in the state had been halted with immediate effect, following cases of irregularity and corruption. The reporting described notifications in which a Hindu name had been changed to a Muslim one and a Muslim name to a Hindu one, and cases in which people used a name change to alter their age in Aadhaar afterwards. The same reports noted that people already in the middle of a name change or a document correction were now facing serious difficulty.

In August 2025 Prabhat Khabar carried a piece headed, in Hindi, that changing a name in Jharkhand had become difficult, and set out the alternative in plain terms. You can have it published in the Central Gazette instead, paying a fee of Rs 1,100 through the Non-Tax Receipt Portal and sending all the papers to the Department of Publication, Civil Lines, New Delhi 54. That is the same office, the same portal and the same fee that the Department of Publication's own guidelines describe.

What we are and are not claiming: this was the position reported in July and August 2025 and we have not been able to confirm what the state's current position is today, so we are not going to tell you the state route is closed at this moment. What we can say is that the Central Gazette is a separate, national route run by a different department in Delhi, it was unaffected by any of this, and it is the one we use for every Giridih file. Delhi is where the finished file is posted, not where the affidavit is made. The Department of Publication's guidelines for change of name for an adult read as one of the daily local leading newspapers, and do not restrict the language. A separate set of guidelines, covering change of name and gender together, is stricter and does restrict the matter to Hindi or English. Pages copied from that one, or from each other, tell everybody to book two advertisements. If you have already booked two, no harm done. It cost more than it needed to.

A District That Was Cut, Then Cut Something Else

Giridih Left Hazaribagh in 1972 and Gave Bermo to Bokaro in 1991

Giridih district was split from Hazaribagh on 6 December 1972. Nineteen years later, on 1 April 1991, the entire Bermo sub division of Giridih was taken away and merged with two blocks of Dhanbad to create Bokaro district. So Giridih is both, a district carved out of a bigger one and a district that later lost a large piece of itself. It is today the third most populous district in Jharkhand.

On paper that produces two different families of older documents. If your address is in the district as it stands today, anything issued before December 1972 correctly names Hazaribagh. If your family is from the Bermo side, around Tenughat, Phusro, Petarwar or Nawadih, then papers from 1972 to 1991 correctly name Giridih even though that area is now in Bokaro, and papers older than 1972 name Hazaribagh. Add the state change of November 2000 and a single family can hold four correct versions of the same address.

The Names This Area Carried Before It Was Giridih

Giridih district was part of the Kharagdiha estate until the late eighteenth century. Under British rule it became part of a unit recorded as Jungle Terry. Neither name appears on any map today, and neither would be recognised by a clerk in another state, but both were the correct answer to the question of where this place was for long stretches of its history. The town's own name comes from giri, and it is known as the land of hills, with Parasnath, also called Shikharji, rising to about 1,365 metres as the highest peak in Jharkhand.

What breaks a file is not the old name, it is an affidavit that pretends the old name was never there.
